The Procurement Manager will be a key driver in maximizing value, efficiency, and quality across Decathlon Philippines non-merchandise supply chain (e.g., store construction, logistics services, IT, facilities, and indirect goods, etc). This role involves developing and executing strategic sourcing plans, negotiating contracts, managing supplier relationships, and ensuring compliance with company policies and ethical standards. The ideal candidate is a strategic thinker with a proven track record in cost reduction, operational excellence, and supplier performance management within a fast-paced retail environment.
Key Responsibilities
Defining & Deploying Local Purchasing Strategies
Design and deploy family or segment purchasing strategies at a local level when business needs or supplier markets are local.
Ensure the local purchasing strategy is fully aligned with the targets of the Decathlon Group Purchasing Strategy.
Challenge business on their specifications and needs to increase synergies with current categories and families at the United Level.
Strategic Sourcing & Category Management
Develop and implement country-level sourcing strategies for indirect purchase categories to achieve optimal cost, quality, and service levels.
Conduct comprehensive market analysis such as benchmarking per spend category, spend analysis, and category segmentation.
Lead sourcing, negotiation, and contractualization phases in collaboration with pertinent stakeholders and within budget.
Supplier Relationship Management (SRM)
Establish and maintain strong, collaborative relationships with key suppliers and internal stakeholders.
Conduct formal suppliers evaluations and check their compliance to ESG legislations and Decathlon’s Code of Conduct for all new and 100% of critical suppliers.
Monitor supplier performance using defined metrics, conducting regular business reviews to ensure adherence to contractual terms and continuous improvement.
Organize Strategic and Operational Suppliers Reviews and monitor their global performance and compliance throughout the contract lifecycle.
Strive to reduce the number of suppliers in the database and drive local supplier market intelligence.
Negotiation & Contract Management
Lead complex negotiations with suppliers to secure favorable terms, pricing, quality standards, and service level agreements (SLAs).
Ensure all contracts are meticulously documented, legally sound, and tracked for renewal or expiration.
Compliance & Process Improvement
Ensure all procurement activities adhere to Decathlons internal policies, financial controls, and ethical sourcing guidelines.
Ensure proper implementation of local bidding policies with the category managers through close coordination and alignment.
Identify opportunities for process automation and optimization within the procurement function to increase efficiency.
Budgeting & Reporting
Collaborate with finance and operational teams to develop procurement budgets and track savings realized against targets.
Provide regular reports on key procurement metrics, market trends, and risk exposure to management.

Cost Savings & Financials
Net Cost Reduction: Total realized savings vs. procurement budget/baseline.
Spend Under Management: Percentage of total indirect spend managed through formal procurement processes/contracts.
Operational Efficiency
Procurement Cycle Time: Time taken from sourcing requests to contract finalization.
Compliance Rate: Percentage of purchase orders (POs) that comply with policy (e.g., no PO, no pay).
Supplier & Quality
Supplier Performance Score (SPS): Average rating of key suppliers based on quality, delivery, and service.
Supplier Consolidation/Rationalization: Reduction in the total number of non-strategic suppliers.
Sustainability and Ethics
100% of suppliers with Decathlon Code of Conduct signed and compliant with ESG legislations.
What we are looking for
Experience & Education
Bachelors degree in Business Administration, Supply Chain Management, Finance, or a related field. MBA or CIPS certification is a plus.
Minimum of 4-6 years of progressive experience in procurement, strategic sourcing, or supply chain management.
Must have at least 2-3 years of experience specifically managing procurement within a retail, FMCG, or similar multi-site operations company.
Proven expertise in Category Management for indirect goods and services (e.g., facilities management, logistics, marketing, IT, Capex).
Demonstrated track record of achieving significant, verifiable cost savings.
Strong working knowledge of contract law, financial analysis, and procurement technologies

Great Communication Skills : Fluent in both English and Filipino (oral and written)
