Process and Control Support Team (PCST) is one of the teams in Global Shared Services (GSS), Finance Hub, providing worldwide support and thorough the review of project documents and the maintenance, optimization, and modification of all financial master data, in close coordination with Financial Accounting Division (FAD) and the Financial Policy Unit (FPU). PCST supports the maintenance of consistent and accurate project and financial master data in the ERP system to facilitate general and specific financial reporting. In collaboration with ICT, PCST supports the implementation, review, and control of the assignment of roles and authorization to the staff in missions globally, including Regional Offices, Administrative Centre, and Headquarters.

Responsibilities

Under the overall supervision of the Chief, GSSC Finance Hub, and direct supervision of the National PCST Officer, the successful candidate will be based in Manila, Philippines. The Senior Associate will serve as a senior technical focal point for executing complex ERP system security protocols and monitoring corporate financial data integrity, bridging technical IT workflows and global business operations with the following duties and responsibilities:

  • Assist in turning complex functional instructions from various business streams (e.g., Procurement, HR/Payroll, Finance) into standard, secure ERP system role management workflows.
  • Supervise the end-to-end operational workflow for reviewing, approving, and provisioning user access requests for the ERP system across Headquarters, GSSC, and worldwide field offices.
  • Update the central system permission rules based on department needs, and make sure the team uses them to prevent staff worldwide from receiving conflicting access.
  • Oversee the application of established protocols for the timely modification, suspension, or de-provisioning of user access privileges during staff movements or structural changes.
  • Lead the team in conducting periodic, organization-wide user access reviews to ensure active profiles remain aligned with internal control mandates.
  • Coordinate the daily setup and updating of central financial information—such as chart of accounts, vendor records, and expense types—to ensure everything is entered quickly and accurately.
  • Analyze and test how proposed updates to core master data profiles might impact integrated software to prevent technical errors before changes go live.
  • Match and sync financial records between the main ERP system and external reporting tools to ensure data consistency across all platforms.
  • Help team members fix tricky system errors and account permission mix-ups by working directly with the Finance, Policy, and IT departments.
  • Manage the team's support ticket system, making sure work is split fairly and tickets are closed on time.
  • Support junior staff to balance their daily support tickets with special projects and system cleanup initiatives by providing regular training and guidance.
  • Identify repeating delays in the role management or data creation process and suggest system updates to reduce manual work.
  • Conduct regular performance reviews and provide constructive feedback for direct reports to support their professional growth and team productivity.
  • Regularly review and update the team's step-by-step work guides to ensure they always reflect current system processes and requirements.
  • Perform such other duties as may be assigned.

Qualifications

EDUCATION

  • Bachelor’s degree in Finance, Accounting, or a related field from an accredited academic institution with four (4) years of relevant work experience; or
  • Master’s degree in the above fields with two (2) years of relevant work experience.
  • Certification as a Certified Public Accountant (CPA) is an advantage. Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience communicating with a diverse range of parties, including those from different cultural backgrounds.
  • Experience interfacing with core IOM mission functions, including HR, procurement and logistics, finance, IT, and others.
  • IT-ERP (Enterprise Resource Planning) Functional Knowledge.
  • Demonstrated experience in providing customer support is a distinct advantage.

Skills

  • Sound knowledge of accounting systems, principles and internal controls.
  • Ability to use own initiative and work under pressure with minimum supervision.
  • Strong interpersonal and communication skills.
  • High level of computer literacy in Word, Excel, PowerPoint, and Internet applications
  • Attention to detail and ability to organize.
  • Self-motivated and results-oriented.
