  • BACKGROUND

Clean Air Asia is an international non-governmental organization leading the regional mission for better air quality and healthier, more livable cities throughout Asia. Our mission is to reduce air pollution and greenhouse gas emissions in Asia, contributing to the development of a more sustainable, equitable, and healthier region. We empower governments and cities by inspiring action and focusing efforts on the planning and implementation of solutions at scale, fostering regional cooperation to address issues of mutual concern, and ensuring the integration of air quality management across sectors and institutions. Our work focuses on implementing solutions that reduce air pollution, its detrimental impacts, and mitigate the climate crisis. We do so by providing policy guidance, building capacity, and making a compelling case for action among stakeholders at the city, national, and regional levels. Since 2008, Clean Air Asia has been a United Nations-recognized partnership comprised of more than 250 organizations in Asia and internationally, with six Country networks (Indonesia, Malaysia, Nepal, the Philippines, Sri Lanka, and Vietnam). Our headquarters is in Manila, Philippines, and we have offices in Beijing, China, New Delhi, India, and Jakarta, Indonesia.

To enhance its accessibility and impact, Clean Air Asia seeks to engage a Technical Editor (Consultant) to support the transformation of a project knowledge product into a concise, well-structured, and publication-ready document that effectively communicates key findings, recommendations, and implications for policymakers, decision makers, stakeholders, and the general public.

  • JOB SUMMARY

The objective of the consultancy is to review, restructure, edit, and refine the existing report into a clear, concise, and user-friendly publication that: highlights key findings, policy implications, and recommendations; communicates complex technical information in an accessible manner; retains scientific accuracy and analytical rigor; and is suitable for publication and dissemination to policymakers, technical stakeholders, development partners, and the general audience.

  • RESPONSIBILITIES AND SCOPE OF WORK

The Consultant Shall Undertake The Following Tasks

Review and Assessment of Existing Report

  • Conduct a review of the existing report and supporting materials.
  • Assess the structure, content flow, technical depth, and suitability for the intended audiences.
  • Identify opportunities to streamline content, eliminate redundancies, and improve readability.

Development of Revised Structure

  • Propose an alternative structure and outline for a concise publication
  • Update appropriate presentation formats, including executive summaries, key messages, and policy highlights.

Technical Editing and Content Restructuring

  • Edit the report to improve clarity, coherence, readability, and consistency.
  • Distill complex technical analyses into concise and understandable narrative without compromising accuracy.
  • Strengthen the presentation of key findings from cost-effectiveness assessments and prioritization of measures.
  • Harmonize terminology, figures, tables, references, and formatting throughout the document.
  • Work closely with the technical team to validate interpretations and ensure technical accuracy.
  • QUALIFICATIONS AND REQUIREMENTS

Essential Qualifications

  • Education: University degree in Development Communication, Environmental Science, Environmental Management, Sustainable Development, Development Studies, or a related discipline
  • 5 years of relevant professional experience in technical writing, editing, and publication development.
  • Demonstrated experience in preparing policy-oriented reports, assessment reports, or knowledge products for government agencies, international organizations, or development partners.
  • Proven expertise in translating complex technical analyses into accessible and engaging publications.
  • Demonstrated understanding of air quality management, emissions reduction strategies, and environmental policy.

V. DURATION AND REMUNERATION

The Technical Editor (Consultant) will be hired under an output-based contract until 10th July 2026. This position will follow a hybrid work arrangement, combining remote work with in-office and in-person meetings or activities as required by the project.

Remuneration is competitive and will vary based on the candidate’s professional qualifications and relevant work experience.
