POSITION SUMMARY - This position is based in the CI office in Cambodia or the Philippines
The Regional Operations & Finance Support, Senior Manager, provides dedicated operational, financial, and coordination support to the FMU–Asia Operations Lead. The role is responsible for managing day-to-day execution, cross-functional coordination, and operational follow-through across the FMU and selected country programs and countries of action. The position oversees regional budget management, grants and contracts administration, financial and accounting activities, and other support functions for the Asia Field Management Unit. The role ensures timely and accurate financial reporting, effective donor and grant management, and compliance with Conservation International (CI) policies, procedures, and donor requirements to support informed decision-making and maximise conservation impact.
The role works closely with CI Headquarters (US-based teams), Global team, and country program Operations as well as country of action to ensure consistent application of organisational policies and procedures. Duties are performed under general supervision with a high degree of independence.
Responsibilities
Country of Action Operations Support
- Oversee operations, finance, budgeting, and grants management functions for programs implemented in countries of action where CI does not have an established office (e.g.Mountains to Mangroves portfolio).
- Support fundraising-related financial components, including review of proposal budgets, budget amendments, and donor financial reports.
- Monitor burn rates and ensure human and financial resources are aligned and utilised effectively in accordance with approved budgets and funding agreements.
- Contribute to the development of project, proposal, and fiscal year budgets and spending projections; ensure budgets are current and expenditures remain within approved limits.
- Monitor monthly budget performance and ensure all disbursements comply with approved ceilings; ensure significant variances are justified and approved by CI and donors as required.
- Manage grants and contracts administration and ensure compliance with donor and funding agreements.
- Prepare and submit timely and accurate reports; maintain complete and up-to-date program documentation and records.
Operations and Financial Management support
- Provide operational finance support across FMU Asia, including yearly budget development and update in Planner, revenue forecasting, and support to strategic planning processes.
- In close coordination with the country programs operation lead - review budgets and financial reports prior to submission to donors
- Support fundraising efforts through the development of cost proposals, donor financial assessments, and budget preparation for new awards.
- Oversee day-to-day financial transactions, including payment requests, reimbursements, reclassifications, and account reconciliations.
- Provide regular financial analysis and interpretation to the Supervisor, SVP Asia Lead, and program technical leads as required.
- Ensure timely and accurate recording of accounting transactions, month-end reconciliation in compliance with CI policies, procedures, and local reporting requirements.
Contract/Grant Administration Support
- Provide grants and contracts administration support in close coordination with the Asia Grants Administrator and relevant grant/contract teams.
- Act as the Asia GCU lead to review and approve workflows in CI grant and contract management systems (CG and BW).
- Generate financial and administrative reports; coordinate with program leads and project coordinators to monitor individual projects and portfolios.
- Track, address, and follow up on grant and contract-related administrative and financial issues throughout the lifecycle of awards.
- Coordinate audits of sub-grants and contracts and support efforts to streamline grants operations.
- Maintain complete, accurate, and timely grant and contract files in BW and CG, including procurement documentation and relevant communications.
- Monitor and track reporting deadlines for grantees and contractors, and maintain a reporting tracking system.
Other Business Operations
- Support annual internal and external audits, address audit findings, and ensure implementation of corrective actions.
- Manage financial risks and liaise with internal and external auditors as needed.
- Participate in recruitment, orientation, training, and performance management processes when required.
- Act as a central coordination point between FMU, country offices, and support functions.
- Support operational continuity during staffing transitions or resourcing gaps.
- Perform other related duties as assigned by the Supervisor
People and Resource Management Responsibilities
- Provides functional supervision and technical guidance; supports less-experienced peers.
- Serves as a subject matter expert in program operations and financial management.
- Accountable for managing public or private funds important to achieving CI objectives.
WORKING CONDITIONS
- Typical office environment.
- Occasional travel of 10% may be required.
- Ability to work extended hours to meet deadlines.
Qualifications
Required
- Bachelor’s degree, preferably in Finance, Business Administration, or a related field.
- 5 to 7 years of related work experience (e.g., administration, accounting, finance, human resources, grants management). Experience supporting financial and operational processes in complex, multi-country or matrix environments.
- Strong analytical, organisational, and problem-solving skills with high attention to detail.
- Strong written and verbal communication skills, including the ability to convey complex financial information clearly.
- Proven ability to manage multiple priorities and deliver under pressure.
- Ability to work independently and collaboratively in a dynamic environment.
- Experience working with Business World and/or Citrix systems is preferred.
- Experience in international non-profit or environmental organisations is an advantage.
