The Center for International Private Enterprise (CIPE) strengthens democracy around the world through private enterprise and market-oriented reform. CIPE is one of the four core institutes of the National Endowment for Democracy and is an affiliate of the U.S. Chamber of Commerce. Since 1983, CIPE has worked with business leaders, policymakers, and civil society to build the institutions vital to a democratic society.


Position: Regional HUB Director

Reports to: Chief Program Officer

Location: Manila, Philippines (Asia & Pacific Regional Hub)


Scope: The Regional Hub Director, Asia Pacific is CIPE’s senior-most representative in a regional hub and is responsible for leading all program implementation across a multi-country portfolio. As head a CIPE regional hub , the Regional Hub Director, Asia Pacific oversees the design, delivery, and quality of all CIPE projects in the region and manages all regional programmatic staff. Reporting to the Chief Program Officer, the Regional Hub Director, Asia Pacific works closely with the Senior Directors for Strategy & Impact, technical advisors, and HQ teams to ensure that programs are well-executed, contextually grounded, and strategically aligned. Regional Hub Director, Asia Pacific represents CIPE in the region with donors, partners, government agencies, and other key stakeholders.


Key Responsibilities:

Regional Leadership and Representation

  • Lead CIPE’s regional program operations, overseeing all programs implemented by the hub and its in-country teams.
  • Represent CIPE to donors, partners, business associations, government officials, and civil society actors across the region.
  • Develop and maintain strong relationships with U.S. government representatives in the region, including U.S. Embassies and missions, and other bilateral or multilateral donors.
  • Promote CIPE’s regional brand through external engagements, media, and participation in conferences and events.
  • Coordinate with other regional and global leaders at CIPE to inform strategic planning and institutional positioning.


Program Implementation and Oversight

  • Provide strategic direction and operational oversight for all programs in the regional portfolio.
  • Ensure program quality, compliance, and learning through consistent project monitoring, adaptive management, and collaboration with CIPE’s MEL, Compliance, and Budget teams.
  • Review and approve work plans, budgets, reports, and key deliverables from program staff and partners.
  • Troubleshoot project challenges and ensure that programs remain responsive to regional dynamics and partner needs.


Business Development and Partnerships

  • Identify and cultivate new opportunities and partnerships in the region, in coordination with HQ business development efforts.
  • Contribute to concept development, regional scoping, and proposal inputs that align with CIPE’s thematic priorities.
  • Provide political and operational insights to support effective donor engagement and project design.


Regional Program Team Management

  • Build, lead, and mentor a high-performing regional program team that reflects CIPE’s values and mission.
  • Supervise the Hub programmatic staff and other regional program implementers.
  • In coordination with HQ Human Resources, oversee recruitment, onboarding, performance management, and staff development for all regional programmatic staff.
  • Foster a collaborative and supportive work culture within the hub and across field presence in the region.


Operational Management and Compliance

  • Ensure adherence to CIPE policies, donor regulations, and local legal requirements.
  • Upon request by HQ functional team leads, support regional office administration, operations, procurement, budgeting, risk management, and security protocols. .
  • Manage regional program budgets and expenditures, ensuring alignment with program goals and financial standards.


Qualifications:

  • Advanced degree in International Development, Political Science, Economics, Public Administration, or a related field, or equivalent work experience.
  • At least 10 years of progressively responsible experience in international development, including managing regional portfolios and teams.
  • Deep understanding of the political, economic, and institutional dynamics in the region.
  • Diverse regional network.
  • Experience driving programmatic impact across the region.
  • Strong leadership, communication, and relationship-building skills, with a proven ability to represent an organization to high-level stakeholders.
  • Demonstrated experience in program design, donor engagement, and organizational representation.
  • Experience managing U.S. government-funded programs (e.g., NED, DRL) and working with international donors.
  • Strong organizational and financial management skills.
  • Proficiency in English required, fluency or strong working knowledge of a regional language preferred.
  • Ability and willingness to travel regionally and occasionally internationally.
  • Legal authorization to work in the hub country is required.
  • Willingness and ability to relocate if not currently residing in the designated Hub location.
  • Proficiency with MS Word, Excel, PowerPoint and Outlook required.
