The Opportunity
The Asian Development Bank (ADB) and Plan International are offering a unique secondment opportunity for a passionate and experienced professional to join ADB’s Climate Change and Sustainable Development Department (CCSD) as an Operations Coordination Specialist.
In This Pivotal Role, You Will, Among Other Things
Support ADB operations in fragile and conflict-affected situations (FCAS) and small island developing states (SIDS), with a focus on advancing civil society-led solutions and meaningful youth engagement.
Facilitate strategic collaboration between ADB and Plan International, drawing on Plan’s expertise in gender equality, youth engagement, and locally led climate action.
Work closely with the FCAS and SIDS team to promote ADB’s corporate agenda on fragility, vulnerability, and resilience.
Contribute to joint knowledge products and organize collaboration meetings to strengthen partnerships and share best practices.
Be based at ADB Headquarters in Manila, Philippines, and engage regularly with Plan International’s Philippines Country Office and Asia Pacific regional office.

Do you have what it takes?
To Excel In This Role, You Will Need
A university degree in political science, social sciences, economics, or a related field (preferably at postgraduate level), and at least 6 years of relevant work experience, including in FCAS and SIDS contexts.
Demonstrated expertise in analyzing fragility, vulnerability, and resilience issues, and translating analysis into project design and support through civil society engagement.
Experience working with or through international NGOs or community-based organizations, with a strong understanding of gender-transformative, child- and youth-centred programming.
Familiarity with the international development assistance architecture, development effectiveness, and civil society engagement.
Excellent written and verbal proficiency in English, and readiness for missions to conflict-sensitive regions.
Strong collaboration, networking, and technical advisory skills, with the ability to work across diverse teams and stakeholders.
A commitment to promoting inclusive, community-driven development and advancing gender equality and youth engagement.
