Purpose of consultancy
The Country Support and Project Management Group (CSP) within the Division of Programme Management endeavours to recruit a consultant that will provide technical and administrative support to implement the ‘Strengthening of Korea-WHO collaboration’ programme under the Community Health Project Fund (CHPF).
Background
The Republic of Korea has been a key Member State partner of the WHO WPRO. It provides voluntary contributions (KVC) of USD 3 million annually and works in close collaboration with WPRO across a wide range of areas to advance health development in the Western Pacific Region, including the prevention of noncommunicable diseases, strengthening health systems, and addressing climate change. The Republic of Korea-WHO Country Cooperation Strategy 2026-2030 (CCS) outlines a roadmap for cooperation over the next five years. Exchanges between the leadership of WHO WPRO and the Government of the Republic of Korea are active, and efforts are underway to attract Korean talented nationals to WHO.
In this context, WHO WPRO requires dedicated capacity to manage KVC funds, monitor the implementation of the CCS, facilitate exchanges between the leadership of WPRO and the Government of the Republic of Korea, promote the recruitment of Korean professionals to WPRO, support other CSP work and serve as a focal point to ensure effective communication between WPRO and the Government of Republic of Korea.
Deliverables
Output/s
The work will be performed at the Regional Office under the supervision of the Senior Adviser, CSP. The consultant will support the implementation of Partnership Programme between the Republic of Korea and WHO/WPRO, by communicating with internal and external stakeholders.
Output 1: Carry out practical preparations and coordination to support the management of KVC
Deliverable 1.1: Prepare interim reports on KVC 2026-2027 by consolidating from divisions within WPRO and coordinate with the donors, MOHW and KDCA to submit the reports by the end of November 2027.
Deliverable 1.2: Support the Project Management Group (PMG) in monitoring the programmatic and financial progress of KVC and other VC‑funded awards, including identifying risks, delays, and implementation bottlenecks
Deliverable 1.3: Collaborate with PMG to strengthen project management and operational capacity in budget centres engaged in accelerated implementation, including actions needed to expedite delivery
Output 2: Plan and support the donor meeting with MOHW and KDCA
Deliverable 2.1: Plan the donor meeting through communication with MOHW/KDCA focal on agenda, contents, participants, and field trip schedule
Deliverable 2.2: Arrange a fieldtrips to specific country offices in line with donor agencies preference, and arrange the field trip, collaborating with country offices
Output 3: Plan a Go WHO workshop in the Republic of Korea in 2027
Deliverable 2.1: Plan the workshop with co-host organization in the Republic of Korea as well as internal counterparts
Deliverable 2.2: Support the planning and implementing of agreement on performance of work (APW) in case the co-host organization of Go WHO Workshop needs any in-kind support from WPRO
Output 4: Liaise between WHO/WPRO and the Republic of Korea
Deliverable 4.1: Arrange and support the Regional Director’s visit to the Republic of Korea in August to commemorate the 20th anniversary of the Korea Foundation for International Healthcare
Deliverable 4.2: Arrange and facilitate bilateral meetings between WHO WPRO leadership and the Government of Republic of Korea on the margins of major events, including the Regional Committee Meeting and the Tripartite Health Ministers’ Meeting, and prepare the corresponding agendas.
Deliverable 4.3: Collect information on some specific issues surrounding WHO/WPRO in terms of governance, if requested by ROK, and under the guidance of WPRO’s senior managers, liaise with ROK to provide some insights on requested issue for their further steps and decisions
Deliverable 4.4: Facilitate the ROK’s participation in the governance, and any WHO-related works and check consistency with relevant WHO policy guidelines and mandates as approved by the WHO governing bodies and relevant agreements signed by WHO with other agencies.
Deliverable 4.5: Arrange and support any ROK delegation related issues through the collaboration with RDO, and DAF.
Deliverable 4.6: Support to facilitate internal communication, sometimes with senior managers, with the Republic of Korea and ensure that the work will be aligned and harmonized with the Regional Offices strategic frameworks and operational plans.
Output 5: Evaluate the Republic of Korea - WHO Country Cooperation Strategy (CCS)
Deliverable 5.1: Draft a plan for monitoring and evaluation of the Republic of Korea – WHO CCS 2026-2030
Output 6: Mobilize Resources
Deliverable 6.1: Communicate with a wide range of organizations, from government agencies to private philanthropic foundations, to mobilize resources.
Qualifications, Experience, Skills And Languages
Educational Qualifications:
Essential: University degree in public health, social science or other relevant areas.
Desirable: Masters degree (or higher) in public health, social science or other relevant areas.
Work Experience
Essential: At least five years of experience in positions in public health, clinical health and/or
health research, including some experience (e.g. voluntary work) within an international context; Experience in project management, coordination, planning and organizing
Desirable: Knowledge of protocols of WHO/WPRO regarding administrative works like budgeting, programme management, etc.
Experience of working in WHO/WPRO as a staff would be ideal
Skills/Knowledge
Essential: Good communication skills (oral and written)
Desirable: Ability to complete the tasks in the given time frame
Languages And Level Required
Essential: Expert knowledge of spoken and written English
Desirable: Knowledge of spoken and written Korean is ideal
Working knowledge of other UN languages is an advantage.
Location
This is an onsite consultancy. The selected consultant will be based at the WHO-WPRO office in Manila, Philippines for the duration of the contract.
Travel
Duty travel might be required subject to project needs.
