As the HSE Officer (Safety Officer Level 2 role) at Gilbarco Veeder-Root Philippines, you will provide frontline HSE support in a high-risk retail fuel environment. This role demands technical expertise in fuel retail operations, focusing on enhancing safety practices, compliance with the Philippines Occupational Safety and Health Law (RA 11058) and DOLE standards, and culture among field teams within the Gilbarco Veeder-Root business in the Philippines. You will drive operational excellence by reviewing technical documentation, conducting field activities, and fostering industry-leading standards to support our reputation in the sector, while collaborating closely with the regional EHS Team. The role requires fluency in English with proficiency in Filipino/Tagalog to effectively communicate and support local operations.
Responsibilities (List All)
Industry Leadership and Reputation:
- Support and grow Gilbarco Veeder-Root's reputation as an industry leader in HSE by engaging with Philippine national bodies such as the Department of Labor and Employment (DOLE) and the Occupational Safety and Health Center (OSHC), as well as the Department of Energy (DOE), and advocating for best practices in retail fuel operations in accordance with Philippine regulations.
- Represent the company in external HSE forums, contributing to industry standards and initiatives specific to high-risk fuel retail environments in the Philippines.
Technical Review and Compliance:
- Provide and maintain technical reviews of all HIRAC (Hazard Identification, Risk Assessment, and Control) documentation, including associated work permits, related to work conducted on service station forecourts, ensuring they align with Philippine regulatory requirements (including RA 11058 and DOLE OSHS) and best practices in the retail fuel sector.
- Monitor and ensure compliance with HSE regulations relevant to fuel dispensing, storage, and maintenance activities, including Philippine OSH laws (RA 11058), fire safety standards, and Department of Energy (DOE) requirements for petroleum retail.
Culture and Frontline Support:
- Support the development of a strong and proactive HSE culture among frontline Service Technician teams through coaching, mentoring, and on-site guidance, leveraging bilingual (English/Filipino) communication skills.
- Promote awareness and adoption of HSE policies and procedures at the operational level in compliance with Philippine workplace standards.
- Promote and support the development and effective functioning of Safety and Health Committees in accordance with Philippine OSH regulations under RA 11058 and DOLE standards (required for covered workplaces based on worker count and risk level).
HSE Management Systems and Tools:
- Support the development and implementation of fit-for-purpose HSE management systems and tools tailored to the Gilbarco Veeder-Root business and compliant with Philippine regulations (RA 11058 and DOLE OSHS), focusing on high-risk activities in retail fuel sites.
- Collaborate with the broader HSE team and the regional EHS Team to integrate frontline insights into system improvements.
- Coach and support the business in ensuring timely, accurate and effective reporting of all HSE events including incidents (per DOLE requirements where applicable) and positive observations (AC4P or equivalent).
Audits and Inspections:
- Conduct in-field audits and inspections of service station operations to identify hazards, assess risks, and implement corrective actions in line with the audit schedule and Philippine regulatory requirements.
- Maintain compliant audit and inspection toolkits aligned with Philippine DOLE and DOE standards, continually improving the toolkits through monitoring industry, regulatory and business trends.
Continuous Improvement:
- Drive continuous improvement in HSE performance by identifying opportunities in field operations and leading initiatives to enhance safety in retail fuel settings in the Philippines.
- Partner with operational teams to implement innovative HSE solutions specific to fuel retail challenges in the Philippine market.
Essential
- Extensive hands-on experience in the retail fuel sector, preferably within service and maintenance role, with a deep understanding of the demands and technical requirements of frontline roles.
- Minimum of 5 years of experience in technical HSE or related roles within high-risk environments, with exposure to fuel station operations.
- Deep technical knowledge of HSE practices in retail fuel operations, including hazard identification in forecourt activities per Philippine standards (flammable liquids, fire/explosion risks, electrical, etc.).
- Training and qualifications in high-risk work activities, including Confined Space Entry, Working at Heights, Electrical Safety, Hazardous Materials Handling, and Philippine-specific requirements such as fire safety and chemical handling.
- Excellent communication and influencing skills (fluent in English, with proficiency in Filipino/Tagalog) to build HSE culture and collaborate with stakeholders, including the regional EHS Team.
- Proficiency in risk assessment tools, HIRAC (Hazard Identification, Risk Assessment, and Control) development, and auditing.
- Extensive experience in retail fuel operations.

- Fluent proficiency in English with working knowledge of Filipino/Tagalog to effectively engage with local workforce and regional EHS Team.
Preferable
- Safety Officer Level 2 (SO2) certification or completion of the mandatory 40-hour Basic Occupational Safety and Health (BOSH) training (or equivalent DOLE-prescribed training for the industry); if not held, commitment to achieve within the first year of employment.
- Professional certifications such as Safety Officer 3 (SO3) or higher accreditation, NEBOSH International General Certificate, or ISO 45001 Lead Auditor; if not held, commitment to achieve within the first year of employment.
- Permit-to-Work (PTW) system training and authorization, or equivalent high-risk work permitting qualifications relevant to fuel operations.
