Purpose of consultancy
The consultancy will focus on hands‑on technical support, experiential knowledge transfer, and practical documentation to strengthen national digital health initiatives, including development of OpenHIE‑related technical documents, standard operating procedures (SOPs), and guidelines. The consultant will work closely and on site with national counterparts and partners to ensure guidance is grounded in proven field experience and operational realities.
Background
The Philippines continues to advance its digital health journey to support people‑centered, integrated service delivery under Universal Health Care (UHC). This includes strengthening governance, interoperability, and use of digital health solutions such as integrated Health Information Systems (HIS), OpenHIE‑aligned architectures, electronic medical records (EMRs), and emerging applications of artificial intelligence (AI) for public health and service delivery.
To support this transformation, the World Health Organization (WHO) Philippines seeks to engage a senior Digital Health Expert Consultant with substantial, first‑hand field experience gained through direct involvement in the design, implementation, and operation of digital health systems in advanced digital health countries or settings. The consultant is expected to draw on their own practical experience from these contexts—particularly in countries or areas that have successfully achieved people‑centered service delivery through integrated HIS, digital platforms, and AI‑enabled systems—and translate these real‑world lessons into the Philippine health system context.
Deliverables
Method(s) to carry out the activity
- Technical review, adaptation, and application of international digital health models, architectures, and governance approaches based on the consultant’s own direct field experience in advanced digital health countries or settings, and contextualization to the Philippine context.
- Close collaboration with DOH, WHO, and partners through on‑site, hands‑on technical support, consultations, and working sessions, drawing on practical implementation experience from the consultant’s previous country contexts.
- Compilation, synthesis, and contextualization of country‑specific technical documents, SOPs, and guidelines derived from systems and frameworks the consultant has directly worked on or supported in their own advanced digital health settings.
- Provision of hands‑on technical inputs grounded in real‑world implementation experience to drafting, reviewing, and finalizing OpenHIE‑related documents.
Output/s
Output 1 — Transfer of Advanced Digital Health Experiences to the Philippine Context
Deliverable 1.1: Identify and document relevant international digital health experiences, with emphasis on people centered service delivery enabled through integrated HIS and AI.
Deliverable 1.2: Produce context adapted technical briefs and presentation materials translating these experiences into actionable insights for the Philippines.
Deliverable 1.3: Facilitate technical discussions, learning sessions, or workshops with national stakeholders to support knowledge transfer.
Output 2 — Compilation and Coordination of International Technical Documents
Deliverable 2.1: Compile relevant technical documents, SOPs, guidelines, and reference materials from the consultant’s country(ies) of experience.
Deliverable 2.2: Synthesize and annotate materials to highlight relevance, applicability, and adaptation considerations for the Philippine health system.
Deliverable 2.3: Support coordination with national counterparts to align international references with local priorities and regulatory frameworks.
Output 3 — Technical Support to OpenHIE Related Document Development in the Philippines
Deliverable 3.1: Provide expert technical inputs to the development or refinement of OpenHIE aligned architecture documents, standards, and implementation guidelines.
Deliverable 3.2: Review draft technical documents and provide structured recommendations to strengthen interoperability, governance, and scalability.
Deliverable 3.3: Support harmonization of OpenHIE documentation with existing national digital health strategies and HIS initiatives.
Output 4 — On site Technical Support and Coordination
Deliverable 4.1: Provide regular on site technical support in Manila, working closely with WHO, DOH, and partners.
Deliverable 4.2: Participate in and support technical meetings, consultations, and coordination activities related to digital health initiatives.
Deliverable 4.3: Provide periodic progress updates and technical summaries
Educational Qualifications
Qualifications, experience, skills and languages
Essential: Master’s degree in Medicine, Public Health, Health Informatics, or another health‑related discipline.
Desirable: PhD in Medicine, Public Health, Health Informatics, or a closely related field.
Experience
Essential:
- Minimum of 7 years of progressively responsible experience in health information systems, digital health, or related areas at national and international level.
- Demonstrated comprehensive experience working in advanced digital health settings, particularly in countries or areas that have achieved people‑centered service delivery through integrated HIS, digital platforms, and/or AI.
- Proven experience providing technical advice, developing or reviewing technical documents, and working with the government.
Desirable
- Experience supporting national‑level digital health architecture, interoperability frameworks, or OpenHIE‑aligned initiatives in countries with a population size comparable to or larger than the Philippines; or, for subnational‑level work, in states, provinces, or regions with population sizes comparable to or larger than pilot provinces in the Philippines.
Skills/Knowledge
- In‑depth knowledge of digital health architectures, interoperability, and integrated HIS.
- Strong understanding of AI applications in health systems and service delivery.
- Ability to translate complex technical concepts into practical, context‑appropriate guidance.
- Strong coordination, documentation, and stakeholder engagement skills.

The consultant is expected to travel within the country as needed, with appropriate approval from his/her supervisor.
