The U.S. Government’s (USG) Global Health Security (GHS) program provides life-saving assistance to prevent, detect, and respond to infectious disease threats which pose risks for public health outbreaks that could cost lives. As part of the USG’s GHS program, the STRengthening Infectious disease DEtection Systems (STRIDES) Activity advances cross-sectoral efforts to successfully identify, manage, and respond to infectious disease threats; detect and prevent further outbreaks; and instill confidence and trust in a country’s disease detection and surveillance structures and services.

POSITION SUMMARY:

The STRIDES Laboratory Information Management System Officer will support the development and nationwide rollout of the Integrated Laboratory Information Management System (ILIMS) under the Department of Health Office for Health Laboratories and will be deployed to the DOH-OHL on behalf of STRIDES. The role involves coordinating across technical teams, software developers, vendors, and laboratory stakeholders to drive implementation of the systems core modules while ensuring compliance with applicable health informatics and data privacy standards. Key responsibilities include monitoring project progress, facilitating testing and validation, supporting training and capacity-building, and preparing reports for OHL and donor partners. All work products and data generated under this engagement are the exclusive property of the DOH-OHL and must be handled in strict accordance with the Data Privacy Act of 2012.

This position also directly supports STRIDES Philippines by advancing STRIDES’s mandate to strengthen national laboratory systems, improve surveillance and data integration, and enhance outbreak preparedness. By embedding technical expertise within OHL, STRIDES ensures that ILIMS implementation aligns with broader Global Health Security objectives and donor commitments. Funding for this role is provided through STRIDES as part of its investment in sustainable laboratory information systems, recognizing that a functional ILIMS is critical to timely, reliable, and integrated public health decision-making across the country.

Key Responsibilities

  • Assist in the planning, coordination, and execution of the ILIMS development and national rollout in collaboration with Knowledge Management and Information Technology Service (KMITS) and the OHL technical team.
  • Assist in the implementation of the ILIMS modules (Repository, Referral, Assessment, Support) in line with project timelines and technical specifications.
  • Coordinate with software developers, vendors, and laboratories to ensure interoperability, data quality, and compliance with HL7 FHIR, ISO 15189, and Data Privacy Act requirements.
  • Monitor deliverables, facilitate validation activities, and ensure adherence to system testing, deployment, and acceptance protocols.
  • Coordinate with national and regional laboratories for pilot deployment, feedback collection, and system optimization.
  • Assist in the supervision of ILIMS-related training, documentation, and capacity-building activities.
  • Provide technical support in system development, including basic programming, debugging, and troubleshooting of ILMIS applications.
  • Assist in database management, system integration, and maintenance to ensure optimal performance and security of the ILMIS platform.
  • Support software testing, bug tracking, and version control processes in coordination with the development team.
  • Contribute to the development and review of system documentation, user manuals, and technical specifications.
  • Regularly report to FHI 360 STRIDES project office to provide updates on project deliverables.
  • Represent STRIDES and FHI 360 at the OHL.
  • Perform other duties as assigned in support of STRIDES and OHL implementation.

EDUCATION/REQUIRED JOB EXPERIENCE:

  • Bachelor’s degree in information systems, Computer Science, Health Informatics, or relevant health science field.
  • At least 3 years of progressive experience in managing software development or health informatics projects.
  • Proven understanding of laboratory operations, health information systems, and data interoperability frameworks
  • Knowledge of DOH Systems, HL7, or ISO 15189 standards is preferred.
  • Strong coordination, leadership, and communication skills.
  • Excellent analytical and organizational skills.
  • Ability to work with multiple teams and stakeholders effectively.
  • Capacity to deliver under tight timelines with minimal supervision.

The expected hiring salary range for this role is PHP 720,000 - 840,000 annually for basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget.
