The Need
For over 25 years, IJM has pioneered the work to protect vulnerable people from violence. As we grow to expand our impact to protect 500 million people from violence by 2030, we are seeking a Human Resources (HR) Manager to provide overall strategic leadership and management of all Human Resources function. This position offers strategic input and support to the Director, Philippines Operations and the country leadership team to advance IJM’s mission in the Philippines and contribute to IJM’s global mission.
The HR Manager leads and facilitates the development of a highly effective and strategic HR & Administration function to ensure the organization has the right structure, culture, talent, and administrative support to carry out its mission. The role plays a key part in assessing internal and external workplace environments—including socio‑political contexts—to ensure appropriate change management and organizational culture approaches. The HR Manager leads initiatives to attract and retain high‑performing talent and supports ongoing organizational improvements for efficiency and effectiveness.
This position leads strategic thinking and implementation of IJM Philippine’s HR plans in alignment with country, regional, and global strategies.
This position is based in Manila, Philippines and reports to the Director, Philippines Operations with matrix reporting to the HR Director, Asia Pacific, and is only available for candidates with the right to work in the Philippines.
Responsibilities
Leadership and Management
- Promote and foster a harmonious working culture and positive relationships among employees.
- Build internal relationships with employees, interns, and fellows to encourage, support, and motivate them to achieve their goals.
- Handle critical conversations with employees and internal/external teams while maintaining high levels of sensitivity and fairness.
- Collaborate with other departments to support program needs.
- Drive the performance management process and ensure staff benefit from it.
- Develop and implement employee rewards and recognition processes to maintain motivation.
- Promote spiritual rhythm and pastoral care, including employee safety, security, and occupational health.
- Supervise the HR team through regular meetings, e.g. 1:1 meetings, monthly team meetings.
- Participate meaningfully in Operations meetings, APAC HR Community of Practice meetings, and other country, regional and global meetings.
Strategy, Knowledge Development & Implementation
- Plan resource requirements and hiring strategies for staff, interns, and volunteers.
- Oversee the recruitment process and ensure timely closure of vacancies.
- Oversee the development and implementation of orientation and onboarding processes to ensure alignment with IJM’s vision, mission, and program goals.
- Implement and ensure compliance with internal policies, local labor laws, and market practices.
- Develop and monitor HR strategies, systems, and procedures to nurture a positive working environment.
- Oversee employee recognition programs and develop creative ways to motivate staff.
- Analyze staff working patterns, Employee Engagement Surveys, and provide recommendations to leadership.
- Support organizational development and change management initiatives aligned with evolving programmatic and operational priorities.
- Collaborate and advise leaders on identifying training resources for employee.
- Develop and monitor annual HR department budgets and expenses.
Networking and Partnership
- Manage relationships with HR-related vendors, consultants, and service providers.
Policies and Procedures
- Develop, review, and update national HR policies, guidelines, and procedures, including best practices and the employee manual.
- Ensure compliance with local laws, regulations, and internal policies.
Communication
- Advise managers on organizational policy matters and communicate HR policies, procedures, and best practices to all staff.
- Guide and support leaders and people managers in the performance management process (mid‑year and year‑end reviews).
- Ensure effective communication between IJM Philippines, APAC HR Community of Practice, and global stakeholders.
Documentation, Reporting & Data Management
- Ensure all employee, intern, and fellow records are accurate, up‑to‑date, and confidential.
- Maintain and review employment agreements, contracts, and insurance documentation.
General Statutory Compliance
- Oversee payroll administration, seniority indemnity, retirement funds, and compensation and benefits.
- Conduct HR audits and inventory reviews; maintain updated position descriptions.
General Tasks
- Manage employee separation processes, including exit interviews and asset/knowledge transfer.
- Plan and oversee quarterly prayer retreats and the annual staff retreat.
Supervisory Responsibilities
- Reports to the Director, Philippines Operations with matrix reporting to the HR Director, Asia Pacific.
- Manages HR team members based in Manila and Cebu.
Education & Experience
- Degree in Human Resources, Business, or Administration; Master’s degree is an advantage.
- Minimum 10 years’ experience in HR and administration management.
- Minimum 5 years’ supervisory experience managing teams.
- In‑depth knowledge of Philippine labor law, administrative law, and related regulations.
- Excellent leadership, team‑building, and interpersonal skills.
- Exceptional organizational skills and attention to detail.
- Proven ability to identify and collaboratively solve complex problems.
- Fluency in spoken and written English and Filipino.
- Proficiency in Microsoft Office Suite (Word, Excel, Outlook).
- Experience working with international organizations is an advantage.
