Program Background

The Education Quality for Inclusive Prosperity (EQUIP) is a new Australian-funded program, implemented in the Philippines. EQUIP will support the Philippine Government’s efforts to strengthen senior secondary school education and ensure that senior secondary school learners have the skills to participate meaningfully in the labour force. EQUIP is a partnership between the Governments of Australia and the Philippines, EQUIP will contribute to Philippine Government-led education reforms, including the Philippine Department of Education (DepEd) 5-Point Reform Agenda, which aims to harness the potential of young Filipinos.

EQUIP aims to support the Philippines’ inclusive economic growth ambitions by ensuring the labour force is well equipped with skills relevant to meet the needs of the country’s rapidly transforming economy. EQUIP aims to promote skills development in senior high school and enable a smooth transition to the labour force, whether immediately upon leaving school or after further education. It will also support Philippine Government agencies improve its policies and practices to support relevant skills pathways for senior secondary school learners.

The Role

The Team Leader is a senior position, responsible for leading the implementation of the EQUIP, working closely with the Australian Department of Foreign Affairs and Trade (DFAT), partner government institutions and other stakeholders. The Team Leader provides oversight to EQUIP’s leadership team and has a key role in steering the program implementation, building a strong and cohesive team and brokering partnerships with and between stakeholders. The Team Leader is also responsible to ensure the delivery of program outcomes. The Team Leader will be DFAT’s primary point of contact, providing overall direction to EQUIP to ensure DFAT priorities and deliverables are met. The Team Leader will lead and manage the implementation of the program, in coordination and collaboration with DFAT, DT Global and program partners.

Key Responsibilities:

Strategy and Leadership

  • Lead implementation of the EQUIP program, and influence program strategy and
  • direction, in collaboration with DFAT, maintaining a balance between strategic and policy priorities and responsiveness to emerging priorities.
  • Overall management oversight of all aspects of EQUIP program implementation and delivery, including anticipating and managing risks appropriately.
  • Identify, outreach and scope potential program partnerships.
  • Drive program and team performance.


Communications and Relationship

  • Manage day-to-day relationships with DFAT Post, Philippine government partner institutions, Australian and Philippine program partners, and other stakeholders.
  • Ensure the perspectives of DFAT Manila Education team is embedded in strategy and decision-making across the program.
  • Represent EQUIP in a variety of fora, including with senior government officials.


Cross-cutting Issues

  • Promote integration of gender equality, disability and social inclusion (GEDSI), environmental considerations, and other cross-cutting issues across all aspects of the program.
  • Access and/or translate technical data and information into clear strategic policy and operational inputs.


Staff Management

  • Oversee EQUIP’s leadership team and build a cohesive and collaborative program team.
  • Identify and provide internal opportunities for the EQUIP Team to succeed and build their knowledge and skills.
  • Model and encourage a culture of inclusivity, innovation, locally led development, continuous learning, adaptive management, high performance, effective communications, and collaboration.


Risk Management and Safeguards

  • With the Contractor Representative, ensure all contractual and DT Global corporate requirements are met, including those related to health and safety, child protection, safeguards and fraud.


Operations and Financial Management

  • Work with the Team to embed localisation and GEDSI considerations into recruitment and procurement processes and across the program.
  • Work with the Team to oversee work planning, budgeting and regular financial forecasting.
  • Facilitate efficiency and timeliness of decision-making at the operational level.
  • Produce high-quality information and reports to demonstrate and promote the results of the investment.

About You

  • Proven leadership experience in the education / skills sector in the Philippines or similar, including experience in working with senior representatives from Government, industry and the private sector.
  • Experience working with DFAT (and understanding of DFAT policy and requirements) in the Philippines or other development contexts.
  • Experience as a Team Leader or Deputy Team Leader / Chief of Party or equivalent.
  • Outstanding interpersonal, communication, representational and cross-cultural skills.
