What Youll Do

RTI is seeking the Sr. Monitoring, Evaluation, and Learning Manager for the project in Philippines. The Senior MEL Manager oversees the achievement of the overall goal and specific objectives of Project by leading the systematic measurement and analysis of project inputs, outputs, outcomes, and eventually impact. This role leads the design, implementation, and continuous improvement of the Monitoring, Evaluation, and Learning (MEL) system of project. He/She ensures high quality, timely, and compliant performance monitoring and reporting aligned with U.S. Government (USG) requirements and project objectives. The Senior MEL Manager drives data-informed decision-making, supports adaptive management, and ensures that project results are accurately captured, analyzed and communicated, ensuring that plans and activities follow the defined strategic direction of the project as established in the approved project proposal. He/She also leads the development of periodic internal data quality assessment methodology for performance indicators reported.

Essential Duties:

  • The Senior MEL Manager will lead the preparation, continuous enhancement, and implementation of the MEL Plan. This will include the detailed articulation of the Performance Management Plan, Performance Indicator Reference Sheets, and Project Targets and Results. She will function as lead consolidator and indicators comptroller during the preparation of Annual Implementation Plans, providing guidance to all technical and thematic leads and ensuring the consistency and alignment of indicators, activities, strategies, and targets.
  • The Senior MEL Manager will also lead the preparation of Quarterly Performance Reports and Annual Reports, consistently and systematically collecting, consolidating, and analyzing performance information and success stories from all technical leads and partners, and providing guidance on format, content, and balance. She will also maintain up-to-date, complete, and cohesive project files, ensure data safety, quality, and accessibility, and conduct quarterly Data Quality Assessments.
  • The Senior MEL Manager will support Adaptive Management from leading the annual work plan drafting to facilitating learning agendas, pause-and-reflect sessions, and knowledge-sharing activities across project teams, aimed at translating data and evaluation findings into actionable insights to inform program design and implementation. She will ensure alignment of evaluation activities with project priorities and USG guidance.
  • The Senior MEL Manager will also conduct both planned and unannounced quarterly field monitoring visits to validate reports, anticipate data calls from DOS and generate requested information in a rapid and timely manner, and facilitate the identification, formulation, and conduct of practical and relevant research that contribute to learning and that promote innovative approaches.
  • The Senior MEL Manager shall also support meetings and coordination activities with U.S. Department of State Contracting Officer Representative (COR).

What Youll Need

Minimum Required Education And Experience

  • Bachelors Degree and 8 years of experience, Masters degree and 6 years of experience, PhD and 1 years of experience, or equivalent combination of education and experience in Knowledge Management, Development Communications, Development Studies, Statistics, & other related fields.
  • 6 years of experience working on energy sector programs.
  • Demonstrated technical capability on the gathering, organization, analysis, and presentation of data with knowledge of results-based performance tracking and management; with proven capability on technical writing.
  • At least 6 years of experience in a specialist leadership role; with strong cross-functional / cross-discipline coordination capability
