Organizational Setting and Reporting Relationship

The position of Senior Public Sector Specialist (Taxation) is assigned to the Public Sector Management and Governance Sector Office (PSMG) within Sectors Department 3 (SD3). SD3 aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADBs strategic agenda in the region and with ADBs clients. The SD3, which is comprised of three sector offices, supports or delivers sovereign, non-sovereign, and advisory operations; delivers knowledge services; supports regional departments (RD) and resident missions (RM) in engaging with developing member countries (DMCs); and ensures ADBs technical leadership externally and internally.

PSMG leads policy development and dialogue, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance processing and administration in the public management, public finance, trade and governance sectors.

You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.

You will report to the Director and will supervise junior staff members.

Your Role

As a Senior Public Sector Specialist (Taxation), you will be part of the Asia-Pacific Tax Hub (APTH) team under the guidance of the designated Unit Head, APTH . You will provide intellectual leadership in public sector management (PSM), governance and institutional development, including through provision of technical support to PSMG’s regional operational teams, other departments and developing member countries (DMCs) for Strengthening Governance and Institutional Capacity with a focus on Domestic Resource Mobilization (DRM) including mostly tax (direct and indirect) and non-tax revenues and International Tax Cooperation (ITC). You will support the PSMG’s APTH to drive ADB’s DRM and ITC initiatives within PSMG and across the ADB departments through provision of technical expertise and advice. You will design technical assistance (TA) programs and engage in policy dialogue. You will contribute to knowledge products and enhance policy dialogue and operations by collaborating with colleagues and development partners and incorporate those as part of PSMG programs and operations and develop capacity in DMCs for the adoption of international tax standards. You will also participate in operations and project work with PSMG’s regional teams to add value to project designs and implementation. You will support strategy development and operational planning, and work within the general policies, principles, and goals of ADB.

You Will

  • Actively support the PSMG and APTH team so that it is effective as an internal network for knowledge sharing and cross-departmental coordination on DRM and ITC and in the development and updating of policies, strategies, guidelines, and reporting systems.
  • Support the regional operational teams through APTH related to tax policy and administration areas covering digitalization of tax administration, compliance risk management, property tax, cross-border value added tax, and other areas covering international tax cooperation.
  • Provide intellectual leadership and operational support to ADB’s work in relation to DRM, international tax transparency, and tax integrity standards in support of its strategy to strengthen DRM and ITC.
  • Collaborate with other colleagues within PSMG specifically for alignment with PSMG’s emerging areas initiative, digitalization, and for integrating DRM and ITC strongly within operations.
  • Contribute to integrated solutions and advisory work based on a voluntary and compliance- based tax system and to be linked to service delivery, institutional strengthening, and capacity development
  • Design and process and implement regional technical assistance projects (RETAs) on tax policy and tax administration including the delivery of Tax Administration Diagnostic Assessment Tools (TADAT) assessments, property tax initiatives, dissemination of the International Survey on Revenue Administration (ISORA) in DMCs and ITC. Provide technical advisory support to project processing and administrative missions with respect to the implementation of international tax standards in international and domestic tax policy and tax administration initiatives of DMCs, including providing inputs to consultant terms of reference, interpreting guidelines, and researching specific topics.
  • Design, process, and implement TA projects in relation to awareness-raising, promotion, and implementation of international tax standards.
  • Collaborate and maintain partnerships with development partners such as the International Monetary Fund (IMF), Organisation for Economic Co-operation and Development (OECD), and the World Bank, and regional tax associations to enhance knowledge and best practices with a particular focus on tax policy and tax administration.
  • Contribute to the development of databases, websites, and other resources containing relevant information on international tax standards.
  • Contribute to the development of various knowledge products in the areas of international tax policy and tax administration and their dissemination through internal and external networks
  • Lead the preparation and organization of various knowledge dissemination work within ADB and for external stakeholders such as newsletters, presentations, seminars, regional workshops, and similar products

You Will Need

  • Masters Degree, or equivalent, in taxation, international law, accounting, economics or related fields from a duly accredited educational institution . University degree and at least 5 years of relevant work experience may be considered in lieu of a Master’s degree.  
  • At least 10 years of relevant professional experience in public management, governance, institutional development, or other related areas with focus on domestic resource mobilization and international tax cooperation. 
  • Familiarity with domestic and international tax policies in Asia and the Pacific region.
  • International assignments related to the scope of work in Asia and the Pacific region.
  • International experience working in several countries .
  • Broad experience in the preparation of projects and analysis of relevant policies, including knowledge on procurement and consultant recruitment. 
  • Demonstrated team leadership or managerial skills and experience leading professionals, teams, and missions for technical matters and projects processing/implementation.  
  • Significant expertise within a specific area of ADBs operations (economic, sector, or thematic), or breadth across multiple areas with in-depth knowledge within one area 
  • Excellent oral and written communication skills in English

This appointment is open to internal and external applicants.

This isa fixed term appointment withoption torenew , initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff’s particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff’s performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
