Organizational Setting and Reporting Relationship
The Senior Operations Coordination Officer is assigned to the Operations Coordination Unit (SAOC) and will also work with the private sector development unit in the office of the Director General (SAOD) within the South Asia Department (SARD). You will be based at our Headquarters in Manila, Philippines.
You will report to SARD Regional Head, Operations Coordination and Regional Head, Private Sector Development; and may supervise junior team members.
Your Role
As a Senior Operations Coordination Officer, you will support ADBs initiatives in South Asia developing member countries by coordinating operational tasks, managing data, and aiding strategic planning. Key responsibilities include: (i) coordinating bank-wide initiatives (Operational Risk Management, Work Program and Budget Framework, Annual Portfolio Performance Report, Development Effectiveness Review); (ii) monitoring project pipelines and maintaining tracking systems; (iii) contributing to country programming and strategy formulation; (iv) ensuring quality assurance and supporting results frameworks; and (v) enhancing data management systems. For private sector development (PSD), you will manage technical assistance resources, procurement, consultant contracts, and private sector data.
You Will
- Provide support to the development of the regional workplan and partnership strategies by collecting data, verifying validity, preparing background materials and reports on specific programs, and coordinating with relevant offices.
- Provide support to the development of a tracking system for loans, technical assistance (TA), country programming missions (CPMs), and co-financing in SAOD to ensure smooth coordination with Sector Group (SG) and Resident Missions (RMs).
- Provide support and coordinate with SARD RMs, Procurement, Portfolio, and Financial Management Department (PPFD), Sectors Group (SG), Office of Safeguards (OSFG), and Climate Change and Sustainable Development Department (CCSD) for the strengthening of the Regional Head, Operations Coordination / Country Operations Head / PPFD / Safeguards operational networks to support pipeline delivery.
- Provide support to the setting up of system for strengthened governance and institutional capacity of developing member countries (DMCs) and resident missions to improve portfolio performance.- Mentor RM staff with the latest best practices for tracking RMs progress toward the annual commitment target as well as plan for the subsequent years to reduce bunching· Support policy dialogue with DMCs and provide relevant inputs to upstream operationally relevant work, and subsequent building of project pipeline.
- Provide inputs to policy briefs and strategic programming related matters.
- Support the development, implementation and monitoring of capacity development policy and strategy for Executing Agencies, Implementing Agencies, and RM staff.
- Coordinate the administrative and operational matters for PSD activities, including recruitment of staff consultant and selective TA administration tasks, processing of contracts and tracking disbursements to ensure that the assigned projects are planned, monitored, and reported. Participate in missions when needed.
- Prepare and coordinate briefing notes and presentations for different events such as workshops, conferences, meetings, and seminars. Handle Annual Meeting briefing papers, member information notes on SARD DMCs for the President, and briefing notes for management. Contribute to relevant sections of country fact sheets.
- Help coordinate the Departments participation in relevant activities involving internal committees and working groups and outside institutions.
- Undertake background research work to support SARDs collaboration with these institutions.
- Perform other responsibilities that may be assigned and reflected in your workplan.
You will need:
- Bachelors degree in Economics, Business Administration, Commerce, or any related courses preferably with Masters degree or equivalent.
- At least 8 years of relevant experience in operations coordination and project and portfolio monitoring; and at least 4 years of supervisory experience
- Ability to draft written inputs to support Departments work
- Demonstrated knowledge of programming work including understanding of an international development organizations operational processes
- Ability to undertake background analysis on difficult but well-defined tasks, collect and organize required information
- Experience and knowledge of budget formulation and implementation as it relates to the work program and budget framework and operational plans.
- Advanced proficiency in using computer, internet and applications for collecting and analyzing data, and preparing notes, papers, and sections of reports.
- Demonstrated accomplishments in working collaboratively with teams and contributing as a team member
- Excellent oral and written communication skills in English

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff’s particular blend of skills and experience in the foreseeable future; and (b) Staff’s performance is satisfactory and they are suitable for further employment.
