Organizational Setting and Reporting Relationship
The position of Senior Operations Assistant is assigned to the Digital Sector Office (DIG) within the Sectors Department 2 (SD2). You will be based at our Headquarters in Manila, Philippines.
You will report to a designated Technical International staff and Officer, as applicable.
Your Role
As a Senior Operations Assistant, you will provide technical and operational support to DIGs portfolio of projects, technical assistance (TA), trust funds, and knowledge activities. You will support day‑to‑day operational processing, monitoring, coordination, and administrative functions, ensuring compliance with ADB procedures and timely delivery of DIG work program outputs.
Your role emphasizes execution, coordination, and operational reliability, rather than policy formulation or analytical leadership.
You Will
- Support the processing and administration of DIG projects, TAs, and trust funds, including preparation, formatting, and quality checking of routine documentation; coordination of internal clearances; maintenance of records; and tracking of milestones and timelines.
- Assist in budget monitoring, commitment and disbursement tracking, and processing of payments using ADB corporate systems (e.g., eOps/SovOps, IDS, TA disbursement portals).
- Support consultant recruitment and contract administration activities through the Consultant Management System, including issuance of routine correspondence, monitoring of deliverables, and coordination with consultants and internal counterparts.
- Maintain project, TA, and trust fund databases and filing systems, ensuring accuracy, completeness, and timely updates.
- Provide operational and logistical support for DIG knowledge events, workshops, and meetings (virtual and in‑person), including coordination with speakers, preparation of materials, logistical arrangements, travel processing, and post‑event documentation.
- Assist in the maintenance and updating of DIG digital platforms (e.g., internal sites, ADB.org DIG pages) by uploading content, organizing materials, and coordinating inputs from team members.
- Support basic data gathering and compilation for DIG knowledge products, presentations, and reports, under guidance of senior staff.
- Provide administrative support to DIGs budget and resource management, including processing of business travel, consultants, and routine procurement‑related documentation.
- Coordinate with regional departments, sector teams, and internal service units to support smooth workflow execution, as guided by senior staff.
- Perform other operational and administrative duties as assigned, consistent with the scope of the position
You will need:
- A Bachelors Degree in Public Sector Management, Computer Science, Information Technology, or Development Studies.
- At least 5 years of professional experience in areas of Public Sector Management, Business Management, Development Studies, Information Technology, or other relevant fields.
- Good understanding of ADB operational procedures, systems, and administrative workflows, or ability to acquire this knowledge quickly.
- Experience in using corporate IT systems, databases, and standard office applications.
- Ability to work with minimal supervision on well‑defined tasks, manage multiple priorities, and meet deadlines.
- Strong coordination, organizational, and communication skills.

Additional Information
Staff on probation are not eligible to apply. Applicants for promotion and for lateral transfer must have served at their position for at least one year immediately preceding the date of the vacancy closing date (A.O. 2.03).
In the event that the staff appointed to a new category (i.e., from TL to TI) is rated at 2 or lower in the first two performance reviews after appointment at the new grade, they will return to the grade occupied immediately prior to their appointment in the new category.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staffs particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staffs performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
For staff on fixed term appointment, the current fixed term appointment will be terminated before the effective date of the new fixed term appointment.
Staff who are currently under regular appointments but will transition to this position will retain their regular appointment status.
All eligibility rules for housing loans and mortgage interest subsidy shall apply.
Any approved housing loan or mortgage interest subsidy prior to the change to fixed term appointment will continue during staffs new appointment under the same terms and conditions, as applicable. The outstanding housing loan will be due and payable at the end of employment. All the other eligibility rules apply.
