Organizational Setting and Reporting Relationship
The position of Senior Operations Assistant is assigned to the Transport Sector Division (SD1-TRA) within the Sectors Department 1 (SD1). You will be based at our Headquarters in Manila, Philippines.
You will report to the designated Technical International Staff.
Your Role
As a Senior Operations Assistant, you will provide operations support. This support will be in different activities related to project processing and administration. These activities will also involve analytical, statistical, and accounting aspects of the sector office portfolio/pipeline management, and other administrative responsibilities.
You Will
- Support the processing and administration of loan and technical assistance (TA) projects. This includes liaising inquiries from counterparts to respective supervisors. Additionally, it involves processing from the TA consultant selection process, processing of claims, contract variations, and preparation of completion reports.
- Contribute to the preparation of Report and Recommendation of the President (RRP), Project Administration Manual (PAM) and project documents by editing and formatting draft of multiple sections.
- Develop project data in eOperations and other relevant systems. This includes project description and scope, cost estimate, and financing plan. It also includes results framework, which consists of impact, outcome, outputs, inputs, risks, assumptions, and indicators. Additionally, it includes contract awards and disbursement projections, loan covenants, and others. Monitor and follow up outstanding obligations of executing and implementing agencies. These obligations include the submission of audited financial statements, safeguard monitoring reports, and progress reports.
- Help with consultant recruitment, procurement, and contract management.
- Help maintain, update, and monitor database of the assigned team or SD1-TRA on several portfolio/pipeline indicators.
- Ensure that you maintain office filing systems (both electronic in Sharepoint and physical), observing an existing framework for easy retrieval.
- Produce high-quality content related to the transport sector for several communication channels, including press releases, website articles, social media posts, and knowledge publications.
- Support the planning, organization, and implementation of different knowledge management activities including contributing to the preparation of briefing materials, reports, presentations. Prepare presentations for conferences and manage social media platforms for Transport Sector Office.
- Coordinate with developing member country (DMC) participants, regional and international organizations, and other ADB staff on related knowledge activities including fulfilling protocol and communications-related requirements.
- Coordinate the publication process for knowledge products with the team and the Department of Communications and Knowledge Management (DOCK).
- Provide back-up support to other members of the team. Support in the facilitation of project missions to ensure efficient execution. Support the team management, under the guidance of the director.
- Perform other responsibilities as may be assigned and reflected in your workplan.
You Will Need
- Bachelors degree in Economics, Commerce, Engineering, or other fields.
- At least 5 years relevant professional experience.
- Experience with business intelligence, artificial intelligence applications, and familiarity with computer systems used generally in multilateral organizations. Additionally, proficiency with computer-based applications is necessary.
- Good coordination with the ability to liaise and work with individuals and teams from different professional and cultural backgrounds.
- To coordinate and exercise judgment on matters of confidentiality and those requiring urgent attention especially in the supervisors absence.
- Knowledge of procedures, formats and standards relevant in the performance of work.
- Written and verbal proficiency in English and local language (as applicable).

Additional Information
This appointment is open to internal and external applicants.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staffs particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staffs performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
