Organizational Setting and Reporting Relationship

The position of Senior IT Officer (Cloud Systems) is assigned to the Infrastructure and Technology Division (ITID) within the Information Technology Department . You will be based at our Headquarters in Manila, Philippines.

You will report to Director and/or designated International Staff and will oversee j unior team members.

Your Role

As a Senior IT Officer (Cloud Systems), you will set the strategic direction for multi-cloud architecture and operations, lead infrastructure automation, governance, and security, and drive resiliency and cost management programs to scale and modernize ADB’s cloud capabilities.

You Will

• Develop and lead the multi-cloud (AWS and Azure) strategy, define enterprise standards and reference architectures for IaaS and PaaS services.
• Oversee landing zone architectures across clouds platforms, implement organization-level guardrails, policies, blueprints, and control planes.
• Lead multi-cloud networking architecture (interconnectivity, routing, DNS, security, Zero Trust) and hybrid integration (ExpressRoute/Direct Connect).
• Establish cloud resiliency and Business Continutity/ Disaster Recovery (BCDR) requirements. Design and test DR patterns (multi-region, backup, RTO/RPO).
• Sponsor and embed Site Reliability Engineering (SRE) practices by establishing SLIs/SLOs/SLAs, managing error budgets, and drive reliability programs and postmortems.
• Direct cost governance and FinOps, includingchargeback/showback, budgeting, and portfolio-wide optimization.
• Oversee security architecture (identity, key management, secrets, policies), compliance and audit readiness (e.g., CIS/NIST/ISO), and risk management.
• Lead the development of automation platforms and pipelines (GitOps, Terraform module registries), API integrations, and scalable event-driven operations.
• Build and mentor high-performing teams, set performance goals, manage vendors, and facilitate technical workshops and stakeholder communications.
• Performs activities in support of ADBs Organizational Resilience.
  
  

You Will Need

• Bachelor’s degree in Computer Science, Information Technology, Engineering, or related field; Master’s degree or equivalent preferred.
• At least 8 years work experience in enterprise cloud architecture and operations; at least 4 years of supervisory/people leadership experience.
• Required:
• Proven multi-cloud (AWS and Azure) architecture expertise across networking, security, and operations.
• Enterprise-scale Cloud Architecture and DevOps design and implementation; demonstrated SRE leadership.
• Current hands-on technology infrastructure (network, compute, storage, virtualization) and hybrid integration experience.
• Preferred:
• Professional-level certifications (e.g., AWS Solutions Architect Professional or DevOps Engineer Professional; Azure Solutions Architect Expert).
• Experience applying Generative AI in cloud operations, advanced cost management/FinOps, and strong presentation competency for leading technical workshops.
• Demonstrated success in defining cloud policy and governance, leading cross-functional teams and vendors, managing budgets, and mentoring.
• Written and verbal proficiency in English.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff’s particular blend of skills and experience in the foreseeable future; and (b) Staff’s performance is satisfactory and they are suitable for further employment.
