Organizational Setting and Reporting Relationship
The position of Security and Emergency Services Specialist is assigned to the Organizational Resilience and Security Division (CSRS) within the Corporate Services Department (CSD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.
You will report to Director, CSRS under the technical guidance of the Head of the Headquarters (HQ) Security Unit and oversee junior team members, contractors and consultants as assigned.
Your Role
As a Security and Emergency Services Specialist, you will strengthen and implement security and safety policies and programs designed to protect ADB personnel, facilities, assets, and official visitors. You will contribute subject matter expertise and leadership to provide protective security solutions aligned with the HQ Security Units annual work program. Your work will span daily physical and technical security operations, incident and emergency response, and stakeholder engagement. Main areas include security operations, guard force management, executive protection, special event security, program management, and client engagement.
You will play a central role in contract, vendor, and procurement management, serving as Contract Manager for assigned security contracts and service agreements. You will oversee performance, compliance, financial controls, and risk throughout the contract lifecycle. You will ensure that contracted services align ADBs security strategy, organizational risk profile, and business continuity requirements.
You Will
- Provide physical security expertise in the implementation of the HQ annual work program, including contract oversight, quality assurance, and coordination of contracted providers.
- Oversee daily HQ security operations, including guard force management, executive protection, event security coordination, and contracted service delivery. Manage security planning and quality assurance for high-level visits, delegations, and internal events.
- Conduct risk assessments and develop operational plans aligned with international standards to implement protective measures, standard operating procedures, and security best practices.
- Develop and update security policies and procedures to reflect the HQ risk profiles, geopolitical developments, and security threats.
- Support end-to-end management of security service contracts, including guarding, access control, CCTV, executive protection, alarms, and secure transportation. Ensure contractor compliance with scope, Service Level Agreements (SLAs), and institutional standards.
- Establish performance metrics, conduct audits and inspections, assess contractor performance, and implement remediation or escalation measures.
- Develop technical specifications, Statements of Work, and tender evaluation criteria for security procurements.
- Coordinate executive protection operations with the Office of the President, Advisors, Field Offices, and the Field Security Unit and liaise with host nation government authorities, diplomatic missions, International Financial Institutions, the United Nations, and peer organizations on security and crisis management matters.
- Work with CSRS teams, including the Security Operations Center, to ensure integrated service delivery, and participate in the Duty Officer roster and the activation of the Headquarters Crisis Response Team.
- Provide guidance and performance management support to junior team members through clear direction, regular monitoring, and constructive feedback.
- Perform other duties as may be assigned and reflected in your workplan.
You Will Need
- A University degree in public or business administration, political science, international law or related fields; preferably at post-graduate level or equivalent. Professional certifications (e.g., Certified Protection Professional (CPP), Physical Security Professional (PSP), International Organization for Standardization (ISO) or equivalent) are an advantage.
- At least 6 years of professional experience in corporate security, disaster or emergency management, and liaison with government security services within a corporation, government organization, international institution, or diplomatic security setting.
- International experience working in several countries.
- Demonstrated operational experience in protective security operations for critical infrastructure and special events, including guard force management, executive protection, and application of security technologies.
- Experience with contract oversight, vendor management, and security-related procurement processes and best practices.
- Experience in liaising and engagement with senior staff, and with senior officials in client governments, collaborator agencies and civil society.
- Experience with physical security information technologies, supporting modernization initiatives, including system upgrades, integration, digitization, and lifecycle management of security infrastructure.
- Leadership experience including mentoring junior team members.
- Demonstrated cultural sensitivity, client management skills, and capability to foster harmony within a multicultural organizational work environment.
- Excellent command in written and verbal communication skills in English.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff’s particular blend of skills and experience in the foreseeable future; and (b) Staff’s performance is satisfactory and they are suitable for further employment.
