The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose
The ICT Engineer is a senior technical expert who manages and organizes all ICT systems and services in the assigned location. S/he designs and installs ICT information systems.
The role reports to the ICT Coordinator and collaborate with the ICT Manager and ICT Specialists.
Accountabilities & Functional Responsibilities
Design, implement and maintain secure, resilient and scalable ICT infrastructure supporting operational activities across the Area of Responsibility
Independently carries out large computer and telecommunications infrastructure projects according to ICRC standards
Provide technical leadership for the design, deployment and maintenance of infrastructure systems, including:
enterprise servers and virtualization platforms
network infrastructure (LAN, WAN, Wi-Fi, SD-WAN)
unified communications systems ((VoIP/SIP)
end-user computing environments
Support, guides and trains the ICT teams in the installation, configuration and maintenance of infrastructure equipment and communications systems.
Act as regional technical advisor on ICT infrastructure and telecommunications systems (VSAT satellite communications, HF/VHF radio)
Maintain and document ICT architecture, infrastructure configurations and operational procedures.
Monitor ICT systems and proactively identify risks, vulnerabilities or improvement opportunities.
Test ICT infrastructure components to ensure compliance with ICRC standards and optimal operational performance.
Additional Duties
Identify knowledge gaps and contribute to ICT capacity building initiatives across the region.
Support pilot deployments of new ICT technologies and contribute technical feedback to global ICT product lines.
Contribute to the development and testing of disaster recovery and business continuity plans for ICT systems.
Provide advanced technical support for complex infrastructure incidents and major service disruptions.
Mentor ICT Specialists and provide technical guidance to strengthen operational capabilities.
Support procurement processes by defining technical specifications for ICT infrastructure equipment.
Design and implement infrastructure solutions ensuring security, scalability and resilience of systems supporting field operations.
Provide technical expertise for ICT deployments in emergency or field operational contexts.
Implement security measures, conduct infrastructure risk assessments and contribute to cybersecurity best practices.
Provide technical advice on infrastructure strategy and long-term ICT architecture development.
Promote sustainable ICT practices including energy-efficient infrastructure and responsible equipment lifecycle management.
Evaluate emerging technologies and contribute to innovation initiatives improving ICT operational capabilities.
Produce technical reports and documentation supporting operational planning and infrastructure performance monitoring.
Reporting
Provide regular reports to the ICT Coordinator regarding infrastructure performance, technical challenges and operational improvements.
Provide mission reports following technical deployments or regional support activities.
Ensure that infrastructure documentation and operational procedures remain accurate and up to date.
Provide technical recommendations and improvement proposals related to ICT infrastructure and telecommunications.

Certifications / Education Required
Postgraduate degree in telecommunications, electronics, computer science, information systems or related.
Relevant professional certifications such as:
Networking certifications (Fortinet NSE, CCNP/CCIE or equivalent)
virtualization certifications (AZ-800 or equivalent)
Microsoft infrastructure certifications (MCSA/MCSE)
ITIL certification
Project management certification is an asset.
Professional Experience Required
Minimum 8 years of professional experience in ICT infrastructure engineering.
Proven experience in designing and operating enterprise IT infrastructure environments.
Strong expertise in several of the following domains:
enterprise server infrastructure and virtualization platforms
network architecture (LAN/WAN/Wi-Fi/SD-WAN)
telecommunications systems including VSAT satellite communications and radio systems (HF/VHF)
unified communications and VoIP systems
end-user computing environments
Experience supporting infrastructure deployments in remote or operational environments is an asset.
Strong documentation and infrastructure design skills.
Understanding specific thematic (cybersecurity, transformative initiatives, information management, data analytics, business intelligence tools) is a plus
Experience working in international environments or multi-country technical operations is highly desirable.
Must be open to travel regionally and internationally to support operational activities.
