Organizational Setting and Reporting Relationship
While the position of Project Officer (Energy) resides with the Energy Sector Division (SD1-ENE) within the Sectors Department 1 (SD1), you will be strategically assigned to the Philippines Country Office (PHCO) within the Southeast Asia Department (SERD) based at our Headquarters in Manila, Philippines.
You will report to the Director, SD1-ENE or designated Technical International Staff and have matrix reporting line to the designated Technical International Staff.
Your Role
As a Project Officer (Energy), you will contribute to SD1-ENE and the Philippine Country Office (PHCO). You will do this by supporting loan/grant/Technical Assistance (TA) processing and administration, portfolio management, sector assessment and associated knowledge works, client relationship building and maintenance, marketing and business development, concessional fund raising, and other energy sector activities in the Philippines, under the guidance of the Country Director in PHCO/Sector Director and technical international staff. It also includes coordination and collaboration for nonsovereign deal and transaction advisory services. The designated Technical International Staff or Director, SD1-ENE, may also assign you tasks for other countries.
You Will
- Participate in sovereign loan and grant processing as a team member. You will support processing leaders for the (i) preparation of processing documents including Project Concept Note (PCN), Report and Recommendation of the President (RRP), Project Administration Manual (PAM)/Project Information Document (PID), and the other RRP linked documents, (ii) processing schedule monitoring and coordination across One ADB team members, and (iii) regular communication with the government counterparts.
- Participate as the mission member for TA processing. You will support the processing leaders for preparing budget application to the trust funds or TA Special Funds and the TA budget mobilization. Additionally, you will support them for TA processing, including the preparation of TA Concept Note (TCN) and TA Report. Furthermore, your responsibilities will include processing schedule monitoring and coordination across One ADB team members. You will also be responsible for regular communication with the government counterpart. You may lead TA processing upon instruction from the designated technical international staff or director in SD1-ENE.
- Support initiating and processing non-sovereign energy investments for Private Sector Operations Department (PSOD) and Office of Markets Development and Public-Private Partnership (OMDP). Provide necessary assistance, including dialogue with government agencies, technical and regulatory risk assessment, and update energy sector data supply.
- Support the energy sector assessment updates and analytical work. You will support designated technical international staff or lead (i) the energy sector assessment update and associated data collection, (ii) energy sector analytical works associated with emerging sector issues in response to the Energy Policy Review in 2025, (iii) preparation of materials for the energy workshops and conferences. You may lead sector assessment and analytical works upon instruction from the designated Technical International staff or director in SD1-ENE.
- Support or lead mobilizing concessional financing for the energy sector programs through the trust fund, international climate finance, and the other bilateral and multilateral development partners.
- Support and/or lead ongoing loan/grant/TA administration. This includes monitoring the progress of assigned projects and preparing project performance reports. Additionally, it involves preparing and updating forecasts of contract awards and disbursements. This task also requires identifying factors responsible for shortfalls and expediting achievement of target levels. Identify issues and take actions to address them through interactions with executing agencies (EAs), contractors, consultants, and project beneficiaries; prepare measures to address the issues and implement the measures, (iii) manage selection and engagement of the TA consultants, (iv) prepare papers for a change in scope and implementation arrangement, extension of loan closing dates, reallocation of loan proceeds, changes in scope and implementation arrangements, and other project administration tasks, (v) provide advice to government ministries, EAs and sector entities on ADB guidelines on procurement, recruitment of consultants, preparation of tender documents to ensure implementation. Resolve complex discussions between EA/IA, government agencies, consultants, and contractors, especially during project administration, and (vi) prepare Project Completion Reports and TA completion Reports as assigned.
- Participate in Country Operations Missions.
- Complete any tasks other than in the Philippines when needed, upon instruction from the designated Technical International staff or Director in SD1-ENE.
You will need:
- Bachelors degree in engineering, finance, economics, or equivalent, preferably with advanced training
- At least 8 years of relevant professional experience in project processing and administration, knowledge work, and concessional fund raising in the energy sector and other sectors. management and implementation of energy and related sectors.
- Processing and administration experience of several ADB lending modalities other than stand-alone project loan such as policy-based lending, result-based lending, and financial intermediary lending.
- Sound knowledge of the Government of the Philippines administrative system and internal procedures in investment approvals and annual budget planning.
- Good knowledge on private sector operations in the energy infrastructure, including public private partnership, and associated financial structuring of investment projects and procedures for identification, implementation, and operations.
- Experience liaising and working with government officials.
- Experience working with teams as a constructive team member.
- Two years of relevant experience outside ADB within the past five years is required. Years as an ADB-engaged consultant or contractor are considered experience outside of ADB.

This appointment is open to internal and external applicants.
This position is crucial to the Workforce Rebalancing Framework (2022-2027), a strategic initiative aimed at enhancing ADBs in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue, and projects focused on delivering knowledge solutions. Successful applicants may occasionally undertake short-term assignments in other departments or offices, when required.
This opening is a local staff position. It is open only to nationals and permanent residents of Philippines.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staffs particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staffs performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
