About The Role

The People & Culture Executive (Supervisory Level) leads day-to-day talent sourcing and colleague relations activities to support the hotel’s pre‑opening and successful launch. The role executes recruitment waves, strengthens the employer brand, ensures an exceptional candidate and colleague experience, and safeguards fair, consistent colleague relations aligned with Mandarin Oriental’s standards and Philippine labor regulations.

This role reports to the People & Culture Manager.

Key Responsibilities

  • Talent Sourcing & Recruitment Operations (Pre‑Opening Focus)
  • Co-create and operationalize the pre‑opening recruitment plan with the P&C Manager, aligned to the manpower budget and opening timeline.
  • Lead end‑to‑end hiring for assigned departments: requisitions, postings, sourcing, screening, interviews, assessments, reference checks, offers, and pre-employment requirements.
  • Coordinate mass hiring events (open days, job fairs, campus drives, government/civic partnerships) and schedule department interviews/assessments.
  • Maintain recruitment trackers, candidate pipelines, and weekly dashboards; ensure time‑to‑hire, cost‑per‑hire, and quality‑of‑hire targets are met.
  • Champion Mandarin Oriental’s employer brand across channels (JobStreet/LinkedIn/campus/community), ensuring consistent messaging and a premium candidate experience.
  • Oversee onboarding readiness: welcome communication, document collection, pre-opening orientation scheduling, and handover to L&D for Induction.
  • Colleague Relations & Engagement
  • Serve as first-line contact for colleague queries and concerns; manage issue intake, triage, documentation, and resolution in partnership with the P&C Manager.
  • Facilitate probation reviews, attendance/behavior coaching, and corrective actions in compliance with MO policies and Philippine labor law.
  • Support investigations (fact-finding, statements, records) ensuring confidentiality, fairness, and thorough documentation.
  • Coordinate engagement activities and recognition programs during pre‑opening and ramp-up (town halls, culture sessions, community initiatives, colleague events).
  • Promote a culture of inclusion, respect, well-being, and open communication consistent with Mandarin Oriental Behaviours.
  • Compliance, Policy & Administration
  • Ensure recruitment and colleague relations practices comply with DOLE regulations, company policies, and data privacy requirements.
  • Keep accurate and secure colleague files (digital/physical), recruitment records, and reports; prepare materials for audits and opening readiness checks.
  • Draft/coordinate policy communications, notices, memos, and colleague handbook updates as directed.
  • Partner with Security/IT/Finance on pre‑opening controls (ID issuance, access control, pre-employment medical, payroll onboarding).
  • Team Leadership & Stakeholder Partnership
  • Supervise and coach P&C coordinators/assistants to deliver high-quality recruitment and colleague care.
  • Build strong partnerships with HODs to understand role profiles, cultural fit, and staffing priorities; provide guidance on interview techniques and selection decisions.
  • Liaise with corporate/regional P&C as needed for standards, tools, and reporting.

What We’re Looking For

Education & Experience

  • Bachelor’s degree in Human Resources, Psychology, Hospitality Management, or related field.
  • 3–5 years HR experience with strong focus on recruitment and colleague relations; luxury hospitality or high-end service industry preferred.
  • Pre‑opening hotel experience is an advantage.
  • Supervisory experience (coaching junior HR team members or leading projects) preferred.

Skills & Competencies

  • Strong sourcing (traditional & digital), interviewing, and stakeholder management.
  • Solid understanding of Philippine labor law (employee relations, due process, documentation).
  • Excellent communication (English/Filipino), discretion, and conflict resolution skills.
  • Highly organized, analytical, and comfortable with dashboards/HRIS/ATS.

Working Conditions

  • Pre‑opening environment with accelerated timelines and occasional extended hours/weekends tied to recruitment waves and opening milestones.
  • Onsite role at the hotel and external recruitment/event venues as required.

  • Fulfillment rate & time-to-fill by department vs. plan
  • Quality-of-hire (probation pass rate, early turnover)
  • Candidate experience scores/feedback
  • Engagement participation and pulse indicators
  • ER case resolution time and documentation accuracy
  • Compliance (audit readiness, DOLE/documentation completeness)
