What Youll Do

RTI is seeking the Operations and Compliance Manager for the project in Philippines. Under the leadership of the Sr. Director of Operations and Finance, the Operations and Compliance Manager is responsible for the overall management of the Project office and for providing operational support to field programs and activities. The manager ensures the effective and timely execution of procurement, logistics, and administrative functions in full compliance with the Project Operations Manual, Donors regulations, and RTI policies and procedures. The manager oversees the Operations team consisting of Administrative Assistants and Driver to ensure efficient office operations and adherence to organizational standards.

Essential Duties

  • Manage general office upkeep, including maintenance of common areas, project vehicles, office equipment and supplies;
  • Manage procurement and administrative logistics related to training events and other project activities, as well as procurement for overall project operations
  • Serve as point of contact for organizations and agencies relating to project operations (tax office/VAT office/Hotels/ Airlines/Customs/landlords and other agencies) with which the project has a working relationship.
  • Ensure implementation and compliance of office, administrative, procurement and operational policies and procedures at the national and satellite offices;
  • Take charge of property management and inventory control, reports, custody control documents, reconciliations for both expendables and non-expendables according to USAID rules and regulations, RTI’s policies and procedures
  • Responsible for regular updating RTI Assets Management System (RAMS) and putting guidelines in place to ensure all RTI assets are safeguarded
  • Management of the vehicle pool and transportation, and organize the allocation and availability of vehicles
  • Establish tools for vehicles follow-up: fuel consumption, logbooks, technical check-ups, use of seatbelts, adherence to speed limits, vehicle booking process and movement monitoring systems
  • Conduct orientation of project staff on policies and procedures related to project operations,
  • office equipment and supplies, furniture and fixed assets, including inventory reporting of these assets, ensuring compliance to RTI’s procurement and operational policies and procedures
  • Develop and recommend improvements in office operating policies and procedures, forms and systems, as necessary
  • Supervise and coordinate the work of IT Administrator, Office Assistants, and Driver, including review of work performance, motivating staff to work more effectively, identifying problems with performance and developing solutions to those problems, initiating informal measures to correct misconduct or making recommendations for formal discipline
  • Serve as a Security Focal Point for the project
  • Prepares Monthly Cash Projections in collaboration with Sr. Director of Operations and Finance
  • Provide support to the Finance team such as but not limited to reviewing invoices for completeness and accuracy, tracking travel advances issued to staff if any, encoding transactions in Quickbooks and payments to Kyriba
  • Manage and reconcile the project’s petty cash fund
  • Perform other related duties, as assigned by the Sr. Director of Operations and Finance.

What Youll Need

Minimum Required Education And Experience

Bachelors Degree and 8 years of experience, Masters degree and 6 years of experience, PhD and 1 years of experience, or equivalent combination of education and experience.



Skills And Abilities

  • Demonstrated experience in office administration, logistics management, and event/meeting coordination;
  • Ability to lead a team of support personnel;
  • Excellent interpersonal skills; respectful and tolerant and able to work well in a diverse team;
  • Knowledge of USAID regulations, systems and procedures is an advantage;
  • Results-oriented, has initiative and can work with little supervision;
  • Attention to detail; ability to plan well and follow through
  • Working knowledge of Word, Excel, and PowerPoint.
  • Kyriba and QuickBooks experience is a plus.
