Country Background
CRS Philippines was established in 1945 and is the longest-running CRS country program in the world. Currently, CRS Philippines focuses its work on homes and communities, peacebuilding, emergency response, and disaster risk reduction and climate resilience. The Philippines country program has more than 50 staff with a main office in Manila and sub-offices in Cotabato, Iloilo, and Tagbilaran. CRS programs are implemented through a national network of partners, in close coordination with local, municipal and national government agencies. The Country Program has drawn international recognition for the impact, timeliness, and innovation of its programs and approaches.
With the support from Caritas Australia, CRS is implementing a 5-year project titled Climate Action Partnership for Asian Cities (CAPACities) in Tagbilaran City, Bohol Province. The goal of the project is to strengthen the climate governance and adaptive capacity of the cities so they will be more climate resilient.
Job Summary
You will assist the implementation of the Monitoring, Evaluation, Accountability and Learning (MEAL) system by working directly with the programming team, local partners and community members in support of Catholic Relief Services’ (CRS) work to serve the poor and vulnerable. More specifically, you will support the Climate Action Partnership for Asian Cities (CAPACities) project in Tagbilaran City, Bohol Province. In coordination with the programming team, local stakeholders, and local government unit of Tagbilaran, you will assist in the implementation of the MEAL system, including coordinating MEAL activities and capacity building activities.
Responsibilities
The MEAL Assistant will:
- Lead in the implementation of basic monitoring and accountability systems
- Lead in the maintenance and management of project databases
- Support in the development of trackers and data needs
- Support in the development of reports for internal and external stakeholders
- Other tasks as assigned by CAPACities Program Manager and MEAL Program Manager.
Qualifications
Basic Qualifications
- Bachelor’s degree required
- 3 to 6 months of work or volunteer experience in humanitarian and community development and monitoring.
- Advanced Microsoft applications skills required.
Preferred Qualifications
- Has experience working in Central Visayas region.
- Has experience working with Local Government Units
- Has experience with Monitoring, Evaluation, Accountability, and Learning systems
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
Required Languages - Visayan, Tagalog, and English.
Travel - None. All potential travels are within Tagbilaran City.

CRS offers are contingent on the selected candidate’s ability to legally work where the position is to be performed. Every government has a unique set of work permit eligibility requirements
. All positions requiring residence or frequent travel outside a home country must undergo and clear a pre-employment medical clearance; some work permit processes require clearing a separate government administered medical examination.
