Organizational Setting and Reporting Relationship

The position of IT Specialist (UX and Service Design) is assigned to the Technology Strategy and Engineering Unit of the Office of the Director General (ITOD-TSEU) within the Information Technology Department (ITD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.

You will report to a Designated International Staff in ITOD-TSEU and will oversee Junior staff members.

Your Role

As an IT Specialist (UX and Service Design), you will strengthen ADBs IT resilience by improving service visibility and dependency clarity using design thinking and service design – linking business processes to the systems, integrations, and operational handoffs that deliver them. Your work will make critical services easier to understand, operate, recover, and improve by producing decision-grade artifacts that business and technology teams can use together.

You will produce artifacts such as as-is/to-be process maps, service blueprints, journey maps, dependency and integration views, and ownership/handoff clarity that make interdependencies explicit and inform operational readiness, incident learning, and risk conversations with stakeholders.

You will also scale these practices across product teams by upskilling Product Business Analysts (BAs) and supporting squads to translate these artifacts into delivery-ready backlogs.

You Will

  • Build service visibility for resilience: Create and maintain end-to-end views of priority business services, including workflows, handoffs, controls, ownership, dependencies, and supporting systems.
  • Create process-to-system artifacts: Develop as-is/to-be process maps and service blueprints that surface integrations, downstream impacts, manual workarounds, and gaps.
  • Translate discovery into delivery: Partner with product teams to convert service design outputs into prioritized backlogs, clear acceptance criteria, and integration requirements that teams can implement.
  • Facilitate cross-functional alignment: Run workshops with business, operations, IT, security, and risk stakeholders to align service boundaries, dependency assumptions, failure modes, recovery needs, and improvement priorities.
  • Upskill BAs and squads at scale: Train and coach Product BAs and teams on fit-for-purpose design thinking and service design methods (e.g., process mapping, service blueprints, journey mapping, assumptions/hypotheses, and evidence capture), including templates and documentation standards.
  • Reduce operational friction and errors: Identify steps that create operational risk (confusing handoffs, unclear ownership, brittle dependencies) and translate findings into clearer requirements, controls, and backlog items.
  • Support evidence-backed business cases: Strengthen problem framing, benefit articulation, and risk/mitigation narratives using service dependency evidence and stakeholder insights.

You Will Need

  • A University degree in Computer Science, Information Systems, or related field; preferably at post-graduate level or its equivalent.
  • At least 6 years of progressive experience in business analysis, service design, product discovery, process improvement, or operational workflow transformation; international experience working in several countries.
  • Demonstrated ability to document and explain end-to-end services through as-is/to-be process maps, service blueprints, and dependency/integration views, connecting business workflows to back-stage processes, controls, handoffs, systems, and integrations.
  • Demonstrated ability to run fit-for-purpose discovery (stakeholder interviews, observation, document/process review, workshops) and synthesize into decision-ready insights and artifacts.
  • Demonstrated ability to translate findings into implementable delivery artifacts (epics/stories, requirements, acceptance criteria, integration requirements) and work with engineering and product teams, including backlog shaping and refinement.
  • Strong ability to facilitate difficult discussions and align diverse groups to evidence-based decisions across business, operations, IT, security, and risk.
  • Strong visual storytelling and stakeholder-ready documentation skills; proficiency in collaboration/mapping tools (e.g., Miro/Mural, Visio/Lucidchart, Confluence).
  • Demonstrated familiarity with prototyping/testing tools is preferred.
  • Certificate in Nielsen Norman Group (NN/g) or equivalent advanced training in UX research / service design and Lean/Six Sigma or Business Process Model and Notation (BPMN) exposure, with focus on clarity and outcomes, not diagram purity, are preferred.
  • Written and verbal proficiency in English

Additional Information

This appointment is open to internal and external applicants.

This position is funded by a temporary funding source (e.g., a trust fund, financing facility, or capital expenditure budget) and therefore, the renewal of the appointment and its duration are subject to the availability of the funding source.

This is a fixed term appointment with option to renew, initially for a period of up to 2 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff’s particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff’s performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
