We engage with authorities and armed forces on all sides, often confidentially, pressing for access to detainees to improve their living conditions and urging compliance with international humanitarian law to protect non-combatants, including from digital threats.
Purpose
The Internal Reporter 1 supports the ICRC’s governance and management with weekly information on operational and diplomatic developments and global legal and policy initiatives.
S/he is part of a small team of two internal reporters based in Manila Global Hub. The line manager is the Deputy Secretary of the Assembly
Accountabilities & Functional Responsibilities
Write, compile, edit and proofread articles for the BI, using internal reporting tools and information from internal sources (see below), with minimal or no guidance
Stay on top of and search for all relevant information (contextual, operational and diplomatic developments) concerning a selection of the five operational regions (Africa, Americas, Asia, Eurasia, Name), to which Internal Reporters are assigned: operational activities and major changes/challenges/achievements, global legal and policy initiatives, in order to identify the most relevant information to record and publish in the Bulletin Interne
Replace and/or assist the Internal Reporting Officer 2 and/or Deputy Secretary of the Assembly in training and other tasks, when needed
Accomplish any other tasks necessary for the BI’s publication and evolution
Compared to Internal Reporting Officer 2, the Internal Reporting Officer 1 has less experience and can thus cover less complex contexts and sudden crises. The Internal Reporting Officer 1 needs more supervision/coaching from their experienced colleague/manager but must be able to work in an autonomous way.
The internal reporting officer may also fulfil the responsibilities of a focal point, acting as an intermediary between the head of the unit based in Geneva (Deputy Secretary of the Assembly) and the rest of the team as well as Manila Global Hub colleagues for all logistic and other issues that are better managed in proximity and not from Geneva.
Additional Duties
Follows up on all work-related messages and correspondence with the relevant contacts and departments
Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position
Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses
Represents the ICRC in an appropriate way during and outside working hours, and avoids any activity that may reflect negatively on the ICRC’s image
Takes responsibility for their own professional learning and development
Must also stay abreast of the Presidency’s and main Departments’ activities at HQ.

People Management Responsibilities
No
Certifications / Education Required
University degree or equivalent.
Fluent command of English; working knowledge of French an asset.
Computer proficiency
Professional Experience Required
Bachelor’s degree, preferably in journalism, political science, social sciences, international relations/studies, communication, languages/linguistics, or the humanities or equivalent;
Excellent English and communication skills; mastery of grammar and proficiency in writing;
Solid research and analytical skills, capacity to synthesize large amounts of information, and keen attention to detail;
1-6 years’ professional experience in writing and research is desirable, as is prior experience in reporting; candidates with less experience, including fresh graduates, are also welcome to apply, as are more experienced candidates;
Good knowledge of the ICRC (operations, legal framework and functioning) is an advantage;
Written and spoken French proficiency strongly preferred
Good knowledge of Microsoft Word and Excel features.
Must be open to work in Makati City, Philippines
