Program Background

The Education Quality for Inclusive Prosperity (EQUIP) is a new Australian-funded program, implemented in the Philippines. EQUIP will support the Philippine Government’s efforts to strengthen senior secondary school education and ensure that senior secondary school learners have the skills to participate meaningfully in the labour force. EQUIP is a partnership between the Governments of Australia and the Philippines, EQUIP will contribute to Philippine Government-led education reforms, including the Philippine Department of Education (DepEd) 5-Point Reform Agenda, which aims to harness the potential of young Filipinos.

EQUIP aims to support the Philippines’ inclusive economic growth ambitions by ensuring the labour force is well equipped with skills relevant to meet the needs of the country’s rapidly transforming economy. EQUIP aims to promote skills development in senior high school and enable a smooth transition to the labour force, whether immediately upon leaving school or after further education. It will also support Philippine Government agencies improve its policies and practices to support relevant skills pathways for senior secondary school learners.

The Role

The Inclusion Lead will lead the implementation of EQUIP’s GEDSI Strategy and initiatives. The Inclusion Lead will be a member of the EQUIP leadership team, working collaboratively with the DFAT, to ensure GEDSI is a key consideration in all programs decision-making processes.

Key Responsibilities:

  • Lead the implementation of and the periodic review of the Inclusion Strategy and develop an accompanying Action Plan that defines EQUIP’s approach to GEDSI, and identifies initiatives, entry points and resources required to support GEDSI approaches across all EQUIP programming and pilot activities.
  • Undertake a GEDSI analysis for each the program’s pilots and program partnerships to identify key areas and approaches for integration of gender equality.
  • Develop GEDSI Action Plans to be used in the design, implementation, monitoring and evaluation and documentation of the EQUIP pilot programs
  • Develop GEDSI Action Plans for core partnerships, outlining activities, approaches, resourcing, and timelines required for addressing gender inequality.
  • Support the Department of Education (DepEd), program partners and stakeholders to undertake analysis and implement identified GEDSI approaches and initiatives.
  • Review proposals and support opportunities to embed GEDSI within activities, policies, etc.
  • Provide training and mentoring to ensure that GEDSI remains a key focus in EQUIP initiatives.
  • Develop toolkits, resources and guidance notes that support the integration of GEDSI activities.
  • Actively seek opportunities for EQUIP initiatives to be aligned with DFAT’s Gender Equality and Women’s Empowerment Strategy via policy and program development work.
  • Contribute to sourcing additional technical expertise when required.

About You

  • Relevant tertiary qualifications and at least eight years of relevant experience working in gender equality, disability rights and equity, and/or human rights and development, with specific experience in implementing twin-track disability inclusion and gender equality initiatives in development programs.
  • Proven experience leading GEDSI programming and strategies in the international development context.
  • Experience with development and quality assurance of GEDSI strategies for non-gender programs, for example in education and skills, governance, health, or other development sectors.
  • Proven experience in partnership engagement working effectively with government agencies in the social sector, the private sector, business and industry, marginalised populations and diverse communities.
  • Experience developing capacity building resources and delivering training for diverse audiences, especially for students, youth, parents, communities and employers.
  • Strategic and independent work approach, with a proactive, adaptable, and innovative problem- solving mindset focused on continuous improvement and achieving development outcomes.
  • Demonstrated ability to build respectful, productive, and sustainable working relationships with a variety of stakeholders and working together to achieve results.
  • High level written and verbal communication skills, with a proven ability to produce high-quality reports, briefs, workshops and other information with diverse audiences.
  • Demonstrated experience building and supporting locally led programming in an international development context.
