Amentum, a global leader in advanced engineering, technical, and professional services serving the US government, allies, and critical infrastructure sectors, is seeking an experienced Human Resources (HR) / Employee Relations Specialist to provide clerical, technical, and functional support for personnel actions and employee relations initiatives. The HR/ER Specialist will be responsible for implementing effective HR programs, supporting compliance efforts, and driving employee engagement. This role requires collaboration with leadership, employees, and operational teams to ensure HR excellence and promote a supportive workplace environment.

Job Responsibilities:

  • Provide technical and administrative support for personnel actions, including hiring, transfers, promotions, and terminations, ensuring proper documentation and compliance with policies and procedures.
  • Be knowledgeable in all HR-related policies and clearly communicate them to an international workforce.
  • Serve as a resource for employee relations matters, advising employees and managers on workplace policies, concerns, and conflict resolution.
  • Conduct investigations into employee complaints or allegations, gather information, and recommend solutions in alignment with legal and company policies.
  • Support onboarding processes, including welcoming new hires, conducting orientations, ensuring completion of new hire documentation, and facilitating a seamless integration for employees.
  • Process and manage personnel action forms and employee data in the HRIS system, ensuring accuracy and timeliness.
  • Schedule and coordinate training sessions, with a focus on compliance-related topics and soft skills development.
  • Assist with compliance initiatives by developing reports, coordinating reconciliation efforts, and ensuring adherence to legal and internal standards.
  • Notify managers of upcoming demobilizations and corresponding requisition requirements.
  • Develop and monitor HR metrics related to employee engagement, compliance, and other key performance indicators.
  • Assist with the creation and filing of employee records, ensuring legal compliance, accuracy, and organization for audits and reviews.
  • Generate and deliver presentations to communicate employee programs and initiatives such as benefits enrollment, ethics training, or policy updates.
  • Actively contribute to continuous process improvement efforts for HR workflows by identifying opportunities for efficiency and coordinating implementation with stakeholders.
  • Provide clerical and facilitation support during employee relations investigations, including note-taking, documentation, and follow-ups.
  • Assist at other sites or support organizational requirements by relocating temporarily to assist with HR matters as needed.
  • Ensure consistency in maintaining confidentiality for sensitive employee-related matters.
  • Promote a culture of safety, respect, and teamwork in alignment with Amentum values.
  • Perform additional duties and address ad hoc HR projects as assigned by the HR Manager or leadership team.

Minimum Requirements:

  • Education:
    • High school diploma or GED is required.
    • Associate degree in Human Resources, Organizational Development, Business, or a related discipline is strongly preferred.
  • Experience:
    • At least two (2) years of experience in at least two or more HR functions (e.g., staffing, performance management, employee relations, benefits, onboarding, compliance, training, or payroll).
    • Two (2) years of administrative experience, including document control and record-keeping.
    • One (1) year of experience working with a multi-national workforce with diverse cultural backgrounds.
    • Experience working in a fast-paced environment with competing deadlines and rapidly changing priorities.
    • Proven ability to provide excellent customer service and to address employee needs effectively.
    • Strong organizational skills, with the ability to multi-task, meet deadlines, prioritize tasks, and handle multiple projects simultaneously.
    • Strong critical thinking, report development, and problem-solving skills with proven attention to detail and accuracy.
  • Technical Skills:
    • Proficiency in Microsoft Office Suite (Word, Excel, Outlook).
    • Experience with HR Information Systems (HRIS) data entry systems and tools.
    • Proficiency with everyday tools (email, data retrieval, voicemail, and internet/intranet platforms).
  • Language Skills:
    • Strong English proficiency for effective written and verbal communication as required for employee relations, reporting, and adherence to safety, health, and security protocols.
  • Other:
    • Must possess the ability to maintain confidentiality regarding sensitive personnel and company information.
    • Ability to monitor and ensure consistent compliance with company and governmental policies regarding HR practices.
    • Must be in possession of a valid passport and able to travel internationally.
    • Passport must be valid for a minimum of one (1) year or more at the time of hiring.
    • Ability to successfully meet contract medical requirements and maintain compliance throughout the duration of deployment.
    • Must be able to obtain and maintain facility credentials/authorization.
Preferred Qualifications:

  • Prior experience in an austere OCONUS (Outside the Continental United States) environment with a diverse workforce is preferred.
  • Valid country driver’s license and passport.
  • Country visa (as required in line with U.S. Department of State Foreign Clearance Guide).
  • SHRM or HRCI certification (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR).
  • Previous experience in government or military contracting environments, specifically in HR/ER roles.
  • Solid understanding of labor laws and HR processes in multiple countries or military-regulated environments.
