Job Description

The Governance Officer is responsible for establishing, maintaining, and continuously enhancing the Bank's Enterprise Fraud Risk Management Framework, ensuring effective fraud risk identification, assessment, monitoring, reporting, oversight, and regulatory compliance. The role provides independent challenge to business units, drives fraud governance across the organization, oversees fraud risk metrics and control effectiveness, coordinates regulatory and audit engagements, and promotes a strong fraud risk culture to protect the Bank, its customers, and stakeholders from emerging fraud threats.

Responsibilities

  • Lead and maintain the Enterprise Fraud Risk Management (EFRM) Framework, including policies, standards, governance structures, and fraud risk taxonomy.
  • Own the Enterprise Fraud Risk Assessment Program, ensuring fraud risks are identified, assessed, monitored, and prioritized across products, channels, processes, and third parties.
  • Establish and monitor fraud risk metrics, including KRIs, KPIs, dashboards, and risk appetite thresholds, and escalate material issues to senior management and governance committees.
  • Provide governance oversight and independent challenge to ensure fraud controls are properly designed, implemented, and operating effectively across the organization.
  • Ensure compliance with regulatory requirements and industry standards (e.g., BSP, AMLA, AFASA, Schemes – VISA & Mastercard) and coordinate responses to audits, examinations, and regulatory reviews.
  • Lead fraud governance reporting and committee management, including preparation of executive and Board-level reports on fraud risks, losses, emerging threats, and remediation activities.
  • Drive fraud awareness, training, and risk culture initiatives to strengthen fraud prevention, accountability, and compliance across the Bank.
  • Champion continuous improvement and fraud risk transformation, leveraging lessons learned, root-cause analyses, industry intelligence, and emerging technologies to enhance fraud controls and governance effectiveness.

Qualifications

  • Must have a bachelor's degree
  • Must have 8-12years Fraud Risk Management, Operational Risk, Compliance, Internal Audit, Financial Crime, or related risk management functions, preferably within banking or financial services
  • Must have 3-5 years of leadership experience
  • Must have knowledge and experience in Enterprise Fraud Risk Management (EFRM) frameworks, methodologies, and governance principles.
  • Must have knowledge and experience Fraud Risk Assessment techniques, risk identification, control evaluation, and residual risk analysis
  • Must have knowledge and experience Banking regulations and fraud-related laws, including BSP regulations, AFASA, AMLA, Data Privacy requirements, and other applicable regulatory issuances.
  • Must have knowledge and experience Card scheme regulations and industry standards, including Visa, Mastercard, PCI-DSS, EMV, and payment security controls.
  • Must have knowledge and experience Internal control frameworks and governance standards, such as ACFE, COSO, ISO 31000, Three Lines Model, and operational risk management principles.
  • Must have knowledge and experience Fraud typologies and emerging threats, including cyber-enabled fraud, scams, account takeover, identity theft, social engineering, insider fraud, and digital banking fraud.
  • Must have knowledge and experience Risk metrics, KRIs, KPIs, and dashboard reporting, including fraud loss measurement, control effectiveness monitoring, and executive reporting.
  • Must have knowledge and experience Audit, compliance, and regulatory examination management, including issue remediation, audit findings validation, and regulatory engagement.
  • Must have knowledge and experience Training, awareness, and change management, including fraud culture development and enterprise-wide awareness programs.
  • Must have the ability to design, implement, and oversee enterprise fraud risk frameworks, governance structures, and control programs.
  • Must have the strong capability to identify fraud risks, assess control effectiveness, determine residual risks, and recommend mitigation strategies.
  • Must have the ability to draft, update, implement, and enforce policies, standards, procedures, and governance frameworks.
  • Must have the ability to interpret and operationalize BSP, AFASA, AMLA, Schemes (Visa & Mastercard), and other regulatory or industry requirements.
  • Must have proficiency in analyzing fraud trends, KRIs, KPIs, dashboards, and management reports to support decision-making.
  • Must have the ability to anticipate emerging fraud threats, evaluate business impacts, and develop long-term fraud risk mitigation strategies.
  • Must have the ability to collaborate effectively with senior management, business units, IT, Compliance, Legal, Audit, Operations, and external regulators.
  • Must have experience preparing executive reports, facilitating governance forums, driving accountability, and monitoring action-item closure.
  • Must have the ability to lead fraud-related transformation initiatives, system enhancements, and process improvement programs.
  • Must have the ability to manage audit findings, regulatory observations, remediation plans, and control validation activities.
  • Must have the ability to design and deliver fraud risk awareness, training, and capability-building programs across the organization.
  • Must have the ability to communicate complex fraud risks, control gaps, and regulatory issues effectively to senior management and Board-level stakeholders.
