EQUIP aims to support the Philippines’ inclusive economic growth ambitions by ensuring the labour force is well equipped with skills relevant to meet the needs of the country’s rapidly transforming economy. EQUIP aims to promote skills development in senior high school and enable a smooth transition to the labour force, whether immediately upon leaving school or after further education. It will also support Philippine Government agencies improve its policies and practices to support relevant skills pathways for senior secondary school learners.

The Role

The EQUIP Program seeks to strengthen foundational learning among learners in Grade 9 to Grade 12 by improving literacy, numeracy, 21st century skills, career guidance, and school-to-work transitions.

Baseline data from the Philippine Informal Reading Inventory (Phil-IRI), classroom assessments, and other learner performance data indicate that many learners continue to experience challenges in reading comprehension, functional literacy, and language proficiency, affecting their success across learning areas and their readiness for higher education, training, and employment.

To support pilot schools, the Program will engage a pool of Literacy Consultants to contribute to the design and to deliver a comprehensive teacher professional development program and provide technical assistance in developing and implementing school-based literacy interventions.

In collaboration with the Program technical team, the Literacy consultant will provide technical inputs and expertise in the design, development, and implementation of evidence-based intervention strategies, resources, tools, and capacity-building program for teachers aimed at strengthening the literacy competencies among Grades 9-12 learners and supporting the effective literacy interventions in EQUIP pilot schools.

About You

  • Advanced degree in Literacy Education, Language Education, Curriculum and Instruction, Reading Education, or a related field.
  • At least 10 years of relevant professional experience in literacy education particularly intervention programs.
  • Demonstrated experience in teacher professional development.
  • Experience in literacy, reading intervention, differentiated instruction, and formative assessments for KS 3 and KS 4 learners.
  • Experience working with secondary schools is preferred.
  • Knowledge of DepEd policies, SHS curriculum, and international foundational learning frameworks an advantage.
  • Excellent analytical, facilitation, and report-writing skills.

Opportunities will be made available to members on an as-needed basis, and pool members may be invited to quote opportunities (depending on the requirements of the task). Each time a consultant on the Pool is offered an assignment, a services order will be signed outlining the terms of the assignment.
