Job Description

The Basel System Officer is primarily responsible in the execution of system support activities and

maintenance of the Basel System, implementation of data management activities to generate the

automated Capital Adequacy Ratio (CAR) Report in support of the submission of CAR Report to

BSP and provide credit risk data support to Risk Management Office.

Responsibilities

3.1 System Management – Prepares the procedures and guidelines for the maintenance of the

Basel System. Prepares applicable SAR documents as may be needed. Coordinates with the

system stakeholders, different systems, and data owners of various applications in the Bank, as

may be needed.

3.2 System Maintenance – Assists in identifying opportunities to enhance the system in response

to change in regulatory and risk requirements of the Bank through impact assessment and

facilitate system enhancements. Prepares, monitors, and coordinates the external files and

source files needed for Basel System. Maintains the records in the system (create, update,

delete), as applicable. Initiates data build-up and data clean-up activities as needed.

3.3 System Production Support - Provides first level of support to address issues raised by business

users. Communicates and coordinates system-related activities and issues with ISG. Generates

data and/or reports and other tasks that will support RMO’s objectives, also as required by Senior

Management and internal customers.

3.4 Integration Support and System Enhancements – Performs requirements analysis, system

integration testing (SIT), user acceptance testing (UAT), and post implementation

review/validation for maintenance requests and systems interfacing with Basel System.

3.5 Strategic Support - As delegated, performs functions of the Basel System Head in his/her

absence, handles special projects and ad-hoc functions that will support RMO’s objects and as

may be assigned by the Department Head, Division Head, and/or CRO.

Qualifications

  • Good programming skills, such as SAS, SQL, Microsoft Excel Macro Programming or Visual Basic.
  • Preferred to have a high-level understanding of bank risk management principles and business processes, relevant compliance/regulations, and project management.
  • Strong analytical and written/verbal communication skills
  • Preferably with proficient technical skills – such as data management and/or business intelligence
  • Bachelor’s Degree in BS Finance, Economics, Management, Mathematics, Statistics, Decision Sciences, Information Technology, Accounting and other related fields
