Organizational Setting and Reporting Relationship

The position of Associate Project Officer/Associate Operations Officer is assigned to the Water and Urban Development Sector Office (SD2-WUD) within the Sectors Department 2 (SD2). You will be based at our Headquarters in Manila, Philippines.

You will report to the designated International Staff and Officer (Senior/Principal/Lead, as applicable).

Your Role

As an Associate Project Officer/Associate Project Officer, you will provide technical and operational support, and inputs in general administration, portfolio management, project administration, and project processing activities related to loans and technical assistance (TA) projects for water and urban development (WUD) sector. This will include engaging in sector dialogue with the government, development partners, and civil society.

You Will

  • Support the processing, implementation, administration, and monitoring of assigned projects and/or technical assistance (TA) activities in accordance with established organizational policies and procedures in the WUD sector.
  • Monitor progress of assigned projects or TAs, identify implementation issues or delays, analyze underlying causes, and propose corrective measures in close coordination with internal teams and external stakeholders.
  • Prepare, review, and contribute to project‑ or TA‑related reports, memoranda, forecasts, databases, and internal documentation, ensuring accuracy, completeness, and timeliness.
  • Maintain and regularly update project or TA records in relevant systems (e.g., eOperations or similar platforms), including timely uploading and proper filing of project‑related documents for ease of retrieval and audit purposes.
  • Coordinate closely with government counterparts, executing and implementing agencies, consultants, contractors, development partners, and other stakeholders to facilitate effective project or TA implementation.
  • Participate in and support missions, meetings, workshops, seminars, and other sector‑related events, including preparation of pre‑mission and post‑mission documentation, as required.
  • Contribute to sector knowledge work, portfolio monitoring, and knowledge‑sharing initiatives through research, data analysis, and preparation of analytical summaries or inputs.
  • Support supervisors and senior staff in planning, coordination, and reporting activities, and provide guidance, as assigned.
  • Perform other duties as may be assigned by supervisors and reflected in the approved work plan.

Associate Operations Officer Specific

  • Act as focal point for the technical assistance (TA) program, including monitoring, coordination, and reporting.
  • Ensure the TA program remains within approved resource allocations and is accurately reflected in relevant systems.
  • Maintain and manage TA and trust fund databases and coordinate data and reporting requirements with internal departments.
  • Oversee TA administration activities, including consultant engagement, contract administration, and liquidation of TA advances and expenses.
  • Monitor TA completion, financial closing, and preparation of TA Completion Reports (TCRs), and report delays and underlying causes.
  • Provide operational inputs to annual work planning, budgeting, and operations review processes related to the TA program.
  • Coordinate consultant recruitment and engagement processes, including initiation of requests in relevant systems and liaison with concerned departments.
  • Serve as coordinator for internal operations functions, including budget coordination, trust fund coordination, and internal management databases.
  • Lead the organization and coordination of knowledge events (e.g., workshops, trainings, seminars, conferences), including contracts, logistics, and budget management.

Associate Project Officer Specific

  • Lead portfolio‑level analysis of investment projects and assigned technical assistance, including assessment of sector performance and project administration workload.
  • Prepare and analyze annual forecasts for contract awards and disbursements; identify causes of shortfalls and recommend corrective actions.
  • Review and clear project administration and procurement‑related documents, including technical designs, cost estimates, loan reallocations, scope changes, and loan closing date extensions.
  • Contribute to country portfolio review missions, tripartite portfolio review meetings, and special loan or TA review missions.
  • Review mission reports, aide memoires, progress reports, and project performance indicators, providing quality assurance inputs.
  • Provide technical guidance to team members on project administration, procurement issues, and sector‑related policies and institutional reforms.
  • Support project processing missions by advising on implementation arrangements, procurement and disbursement procedures, project management structures, and financing plans.
  • Contribute to sector assessments, analytical work, and research related to water and urban development projects.
  • Contribute to prepare knowledge products, and administer and support special initiatives and programs.

You will need:

  • Bachelors degree in Business Administration/Accounting, Engineering, Social and Development, Urban Planning, or relevant fields, preferably with advanced training.
  • Minimum of 5 years of relevant professional experience.
  • Proficiency in expressing ideas in both spoken and written formats in English.
  • Knowledgeable of policies and procedures related to TA processing, administration, and implementation.
  • Familiarity with procurement, consultant engagement, and contracts management.
  • Exercise judgement on urgent matters.
  • Experience liaising and working with staff within the team and with external clients.
  • Experience collaborating with teams as a team member.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staffs particular blend of skills and experience in the foreseeable future; and (b) Staffs performance is satisfactory and they are suitable for further employment.
