Job Description

  • TECHNICAL MANAGER

The Technical Manager is primarily responsible for maintenance and the delivery of enhancements and technical solutions of the applications assigned to meet and address functional, operational, and compliance requirements of the bank. The Technical Manager is responsible for managing at least more than 3 application systems.

Responsibilities

  • Main Accountabilities (5 ~ 7 major activities the incumbent performs that contribute to the bank’s business performance)

1.1 Application Systems Maintenance

  • Monitors availability of application systems supported and ensures that the committed Service Level Agreements are met.
  • Performs incident and problem management for application systems supported and coordinates with required units and management as necessary.
  • Coordinates with business and vendor counterparts for planning, prioritization, and implementation of system requests for the supported applications.
  • Performs systems analysis, design, and development.
  • Provides guidance to the teams or personnel assigned in the performance of their functions for application support and maintenance.
  • Performs applicable reviews for system development and maintenance outputs.
  • Maintains an understanding and knowledge of the architecture and processes of the applications handled.
  • Provide subject matter expertise or technical knowledge regarding supported application systems to project teams and other units as necessary.

1.2 Risk and Compliance Management

  • Ensures and monitors compliance of applications systems and related processes to the bank and ISG’s policies standards, and procedures that are within the Technical Manager’s control.
  • Prepare status reports on the managed application systems as required

1.3 Vendor Management

  • Engages software and service providers’ technical support teams in accordance with the maintenance support agreement.

1.4 A dministrative Responsibilities and Line Management

  • Undertakes regular evaluation of assigned personnel as required.
  • Conducts regular conversations with assigned personnel to facilitate performance improvements.
  • Ensures compliance of assigned personnel to the personnel policies and standards and escalates issues and concerns to the appropriate unit as necessary.
  • Ensures training and development of developers/analysts under the Technical Manager’s supervision.
  • Participates in process improvements of the bank and ISG.

Qualifications

Education (minimum / preferred undergraduate / graduate / postgraduate course)

  • Graduate of a 4-year college degree in Computer Science, Engineering or any IT-related courses
  • Graduate of a 4-year college degree in a Business course with significant units or training on related IT disciplines.
  • Experience (minimum / preferred actual work experience)
  • At least 3 years of experience in a similar function

Knowledge (minimum training / certification course requirements)

  • COBOL, CICS, JAVA, VB, SQL, PHP, Scripting, PLF
  • Systems Analysis and Design
  • Banking concepts or related training in Financial Services Concepts

Skills (minimum / Preferred Proficiency Skills Required)

  • Supervisory skills
  • Strong analytical and technical skills
  • Proficient in oral and written communication
  • Aspires to a culture of service excellence
