Organizational Setting and Reporting Relationship

The position of Procurement Analyst is assigned to Procurement Division within the Procurement, Portfolio and Financial Management Department (PPFD). You will be based at our Headquarters in Manila, Philippines.

You will report to the designated International Staff and Officer, as applicable.

Your Role

As a Procurement Analyst, you will work closely with other members of the assigned PPFD Procurement Team and engage proactively with ADB staff, executing and implementing agencies (EA/IAs), engaged consultants and other stakeholders on all procurement-related aspects of tasks you are assigned, to facilitate the successful formulation, processing, administration and monitoring of ADB-financed loan, grant, and technical assistance (TA) projects.

You will

  • Serve as a procurement expert within the PPFD team, reviewing procurement transactions for goods, works, nonconsulting, and consulting services under the supervision of designated ADB staff.
  • Review and advise on compliance of procurement documents—including bidding documents, evaluation reports, and contract award recommendations—with ADB Procurement Policy and Procurement Directives for ADB Borrowers.
  • Review procurement aspects of project documents; comment on bidding packages, evaluation reports, and clarification requests; and prepare relevant sections of the electronic procurement approval form (ePAF).
  • Support EA/IAs in preparing procurement documentation compliant with ADB guidelines and financing agreements.
  • Assist ADB departments in processing and administering procurement activities for TA projects.
  • Support consultant recruitment, including terms of reference preparation; Consultant Management System transactions; handle tender queries; participate in Consultants Selection Committee evaluations and due diligence; evaluate financial proposals; support negotiations; and prepare final contracts.
  • Provide guidance and support for recruiting individual consultants and resource persons.
  • Support loan and grant processing by contributing to procurement planning, mission participation, strategic procurement planning reports, procurement plans, and bid packaging reviews throughout the project cycle.
  • Identify, manage, and escalate complex procurement issues in coordination with the supervisor when higher-level review.
  • Contribute to PPFD corporate and knowledge initiatives, including training delivery, reporting, metrics and performance monitoring, policy and knowledge product development, procurement events, and other assigned tasks.
  • Perform any other assignments as reflected in your workplan.

You will need:

  • Bachelors degree in engineering, law, business administration or related discipline.
  • At least 5 years relevant experience in consultant recruitment, project processing and implementation, with experience in project procurement and contract management.
  • Experience with ADB or similar multilateral development banks procurement policies, regulations, guidelines, and procedures, and anticorruption and safeguards policies.
  • Experience managing priorities and workload within general schedule of work instructions and standardized practices.
  • Demonstrated conceptual skills and ability to identify issues and appropriate actions.
  • Experience liaising with counterparts and working collaboratively as a constructive team member.
  • Written and verbal proficiency in English, including report-writing.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff’s particular blend of skills and experience in the foreseeable future; and (b) Staff’s performance is satisfactory and they are suitable for further employment.
