Organizational Setting and Reporting Relationship
The position of Operations Specialist is assigned to the Operations Coordination Unit (CWOC) within the Central and West Asia Department (CWRD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered
You will report to the Regional Head, Operations Coordination Unit and will oversee junior team members.
Your Role
As an Operations Specialist, your role is to offer technical advice on specialized knowledge to develop and enhance operational and knowledge management practices, policies, and guidelines—aligning with ADBs overarching mission to reduce poverty.
You Will
- Support in establishing and cascading the regional departments goals, aligned with the regions needs and ADBs strategic priorities, and the regional departments key performance indicators (KPIs).
- Support allocation of lending and non-lending operational resources in the region.
- Advise resident missions on the annual and medium-term programming of projects and other activities for the regional department and supports preparation of the regional work program.
- Lead preparation of background papers and briefing notes.
- Lead document review of selected country operations subject to concurrences and approvals by the regional department and the Accountability and Decision-Making framework.
- Support design and monitoring of selected country work programs.
- Provide regional guidance on operational issues and compliance with ADB policies, instructions and rules.
- Backstop the quality of project-level documentation and decisions for sovereign operations and technical assistance, as determined by business processes.
- Coordinate with selected thematic and sector offices.
- Guide processing and project administration teams on Staff Instructions, Step-by-Step Guide and Project Administration Instructions.
- Perform other tasks as may be reflected in your workplan.
You Will Need
- University degree in Economics, Finance, Engineering, or other related fields preferably with post-graduate level or its equivalent.
- At least 6 years of relevant professional experience including international experience working in several countries. Experience in Central and West Asia region will be an advantage.
- Good knowledge and hands-on experience in programming of pipelines, portfolio management, project management and policy and project evaluation.
- Knowledge of sector or thematic operations.
- Familiarity with operations and project administration guidelines, or similar documents related to portfolio and project evaluation and implementation.
- Written and verbal proficiency in English.
- Leadership, analytical and interpersonal skills.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff’s particular blend of skills and experience in the foreseeable future; and (b) Staff’s performance is satisfactory and they are suitable for further employment.
