Organizational Setting and Reporting Relationship

The position of Investment Specialist is assigned to the Portfolio Management Division (PSPM) within the Private Sector Operations Department (PSOD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.

You will report to the Director, PSPM, and will oversee Junior team members.

Your Role

As an Investment Specialist, you will manage designated debt and guarantee accounts across infrastructure, agribusiness, and social sector projects in Asia and the Pacific. Working directly with clients, you will be accountable for all aspects of assigned accounts. PSPM assumes portfolio management responsibility for these projects after first disbursement.

You will:

a. Management of Accounts

• Take primary responsibility for assigned accounts, maintain a "no surprises" approach, identify emerging issues early, escalate material problems promptly, and coordinate practical solutions with clients and other stakeholders.
• Prepare, review and recommend consent, waiver and amendment requests, annual reviews and ratings.

b. Portfolio Management

• Monitor assigned portfolio, including project implementation, compliance with financial terms and covenants, development impact, and emerging country, sector, sponsor, or market risk.
• Identify risks and project implementation problems, lead identification of mitigation plans, monitor their execution, and support restructuring or workout activities.
• Assess and recommend, well-supported credit risk ratings for assigned accounts.
• Monitor compliance with applicable safeguards requirements, identify gaps, and follow up on agreed corrective actions with environmental and social safeguards specialists.
• Lead portfolio reviews, credit reviews, and development effectiveness assessments.
• Ensure quality, consistency, and timeliness, of reports and communication.
• Maintain complete, accurate, and up-to-date project records in ADBs online document management system and portfolio systems.
• Monitor loan servicing, fees, and other payment obligations, and coordinate any follow-up with clients and relevant internal teams.

c. Strategy and Planning

• Prepare and monitor portfolio management plans.
• Design, test, and implement tools, models, and processes that improve portfolio monitoring, risk identification, operational efficiency, or management decision making.
• Lead cross-functional initiatives and change projects.
• Contribute private sector portfolio insights, market intelligence, and lessons from implementation to country partnership strategies and other strategy and planning initiatives.

d. External Liaison and Knowledge Sharing

• Maintain and share knowledge of latest and best practices.
• Build and maintain effective relationships with a broad spectrum of stakeholders across Asia and the Pacific.
• Analyse sector, country, financial market, and investment trends, and assess implications for assigned accounts and the wider portfolio.
• Represent PSPM and PSOD in internal and external forums.

e. Staff Management

• Lead diverse teams and ensure work quality.
• Set clear goals and expectations for teams and individuals, monitor progress, and provide timely, specific, and constructive feedback to support accountability and performance improvement.
• Coach and mentor team members, identify development needs, provide opportunities for stretch assignments, and support continued professional growth.

You will need:

• A University degree in finance, economics, or another relevant field; preferably at post-graduate level or its equivalent.
• At least 6 years of work experience in corporate finance, project finance, credit, or portfolio management, including responsibility for transactions or accounts, in several countries.
• Advanced capability in project and/or corporate finance credit analysis, including financial modeling, cash flow assessment, covenant analysis, capital structures, debt products, and downside or sensitivity analysis.
• Experience in risk management, including rating methodologies and risk classification frameworks.
• Ability to lead complex negotiations and build consensus among borrowers, sponsors, co-lenders, advisors, and internal stakeholders.
• Excellent oral and written skills in English, including ability to prepare clear credit and portfolio documents, and communicate complex issues to senior decision-makers and other stakeholders.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staffs particular blend of skills and experience in the foreseeable future; and (b) Staffs performance is satisfactory and they are suitable for further employment.
