In the Philippines, WFP’s efforts are guided by its work outlined in the Philippines Country Strategic Plan (CSP) 2024-2028. WFP focuses on strengthening government systems at the national, local government unit and Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) levels to further build the resilience of vulnerable individuals and communities.

The CSP is aligned with national strategies and policies as well as the United Nations Sustainable Development Framework and is guided by three interrelated outcomes:

  • By 2028, communities exposed to shocks and stressors in the Philippines are better able to meet food, nutrition and other essential needs with inclusive and equitable emergency preparedness and response capacity at the national and local levels.
  • By 2028, communities vulnerable to food and nutrition insecurity in the Philippines are more resilient and can better manage risks affecting human capital gains and food systems, inclusively and equitably.

These strategic objectives are framed within the context of the Philippines being on the verge of becoming and upper-middle income country, while at the same time being one of the world’s most disaster-prone countries. Disasters remain a leading cause of hunger, affecting all aspects of food security: economic and physical access to food, availability and stability of supplies, and nutrition. 

While WFP Philippines maintains a strong capacity to respond directly when significant shocks occur, the overall emphasis of the Country Office lies on systems strengthening (disaster risk management, social protection and food systems) at national, LGU and BARMM levels. WFP utilizes its field operations expertise to support the Government in delivering on key food programmes linked to its mandate and the CSP, including supporting the conceptualization and roll out of national priority programmes such as Walang Gutom 2027 and LAWA (Local Adaptation to Water Access) at BINHI (Breaking Insufficiency through Nutritious Harvest for the Impoverished) and modelling globally proven programmes such as home-grown school feeding – linking local smallholder farmers production to the institutional demand of school meals programmes. WFP engages at the national level on policy dialogue, supporting legislative advances in areas such as school meals, anticipatory action and rice fortification.

DURATION: 90 working days during a period of 11 months, with possibility of extension

JOB PURPOSE:

WFP is seeking an Agrometeorologist to support WFP and its technical assistance to the Government in weather and climate data analysis, tailored agromet advisories and forecast models, and weather and climate risk informed scenario planning. The jobholder will provide expert technical advice to WFP and the Government in enabling governments, partners and communities to interpret weather and climate information effectively and take timely, informed decisions for resilience building, and anticipatory action, and climate services.

KEY RESPONSIBILITIES (not all-inclusive nor exhaustive):

The Agrometeorologist will work under the direct supervision of the Head of Climate Change and Resilience unit and with overall guidance from the Head of the Programme. The jobholder will work in close coordination with the Head of the Research, Analysis and Vulnerability (RAM) Unit and the Emergency Preparedness and Response team. The key activities proposed during the assignment are as follows. (Not all-inclusive, within delegated authority):

  • Support the Government (especially PAGASA) to develop localized early warning triggers and thresholds, supporting anticipatory action, shock-responsive social protection, climate services, resilience building, and disaster risk financing strategies.
  • Co-design tools, guidelines, and conduct workshops with multiple technical and operational agencies (PAGASA, DENR, DA, DAR, DILG, DSWD; MAFAR, MENR, MILG, MSSD), ensuring that community feedback and agrometeorology aspects are fully integrated, to integrate agrometeorology aspects into climate resilience and climate risk management programmes, strengthening government and partner capacities to interpret and take informed decisions and appropriate actions based on weather and climate information, to manage the risk in the agriculture sector.
  • Explore integration of vulnerability and exposure analysis with early warning products to assess the potential impacts (impact-based forecasting), and to guide operational planning and decision-making in collaboration with Government.
  • Provide technical recommendations on planting calendars, crop selection in collaboration with Agricultural Livelihoods Specialist and Smallholder Agricultural Market Support teams. This will supplement the data analysis on the Climate Change and Food Security Analysis (CCFSA).
  • Co-design last-mile climate services with technical and operational government agencies that translate forecasts into actionable guidance for farmers and communities, including training on adaptive strategies for El Niño/La Niña events.
  • Assess climate impacts on crop yields and food security (historical and forecast-based), including loss and damage analysis, and share findings to inform resilience programming and policy.
  • Produce climate bulletins, agromet advisories, technical briefs, and knowledge products to support evidence-based decision-making, in collaboration with government and partners. Including, collaborating with the RAM unit in analysis of seasonal climate outlooks and of event-specific forecasts and risk maps for droughts, floods, and typhoons to inform WFP operational planning.
  • Ensure coordination and alignment with other country office initiatives.
  • Perform additional tasks as required to support programme objectives and organizational priorities.

MINIMUM QUALIFICATIONS AND EXPERIENCE:

Education:

  • An advanced university degree (Master’s or equivalent) in Agrometeorology, Meteorology, Climate Science, Agricultural Science/Engineering, Environmental Science, or a related field is required; OR a first level university degree in a relevant field may be considered if combined with at least two (2) additional years of relevant professional experience and/or completion of related trainings or courses.

Experience:

  • Minimum of five (5) years of progressively responsible experience in agrometeorology, climate data analysis, early warning systems, climate services, and climate-smart agriculture advisories, including collaboration with government agencies and partners.

Knowledge and Skills:

  • Strong understanding of agrometeorology, climate risk analysis, and weather and climate forecast products at various time scales (e.g. seasonal, sub-seasonal, short term).
  • Experience or study related to the use of forecast model outputs; Numerical Weather Prediction Models, Global Climate Models, Regional Climate Models or Cloud Resolving Models; and atmospheric or climate modelling
  • Preferably experience in impact-based forecasting/analysis of potential impact of natural hazard risks
  • Experience with the design and implementation of agro-climate services program, knowledge on the landscape of climate services (e.g. relevant institutions, tools/platforms, projects) in Philippines.
  • Experience in delivering oral and written weather briefings to technical and non-technical audiences and/or contributing to multi-stakeholder reports and briefings
  • Familiarity with early warning systems, disaster risk financing, and anticipatory action frameworks.
  • Ability to translate complex climate data into actionable advisories for governments, partners, and communities.
  • Excellent training and capacity-building skills, including development of guidelines and toolkits.
  • Strong collaboration and stakeholder engagement skills, particularly with government agencies and technical partners.

Language: Excellent written and oral communication skills in English.
