Role Overview

  • Serves as the Pollution Control Officer (PCO) for the Research compound, overseeing regulatory compliance and permitting activities.
    • Prepares, processes, and renews environmental and regulatory permits, licenses, and clearances, including but not limited to:
      • DENR-EMB (e.g., ECC, Discharge Permits, Hazardous Waste Generator ID, PTO, SQI, PMPIN, PCL, CCO)
      • DOLE (e.g., Permit to Operate, Certificate of Electrical Safety Inspection)
      • Other agencies: LGUs, BFP, PDEA, PNP, ERC as required
    • Coordinates with regulatory bodies and government agencies for inspections, compliance audits, and reporting.
    • Maintains accurate and up-to-date records of permits, inspections, laboratory results and compliance documentation
  • Oversees environmental performance of the Research Compound including air emissions, wastewater, hazardous and solid waste, and chemical storage and use compliance by:
    • coordinating environmental monitoring and pollution control activities
    • monitoring wastewater treatment plant (WWTP/STP) operations
    • ensuring proper handling, storage and disposal of hazardous substances and chemicals (including development of Chemical Management Plans)
    • ensuring compliance in the use of PNP and PDEA related controlled chemicals
  • Prepares, submits and files/documents the following in a timely manner:
    • Self monitoring reports (SMRs)
    • Compliance monitoring reports (CMRs)
    • Priority Chemicals List (PCL) reports
    • SQI-related chemical consumption reports
    • waste generation reports
    • reports that may be required by specific Chemical Control Orders (CCO)
    • ERC COC report (for Standby generator set)
  • Conduct orientation and/or coordinates training/learning sessions on environmental compliance for internal stakeholders. Works closely with point persons of Production, Safety, Engineering, CQA&C, MA, R&D, LM and Food Services on integrated compliance practices
  • Recommend and support implementation of best practices for pollution prevention and sustainability including adaptation to changes in environmental and chemical regulations
  • Provide necessary support during internal audits, root cause analysis and corrective action planning
Role Qualifications

  • Graduate of Bachelor's Degree in Chemical Engineering
  • Working knowledge in environmental compliance or permitting, ideally in a manufacturing or industrial setting - Philippine environmental and chemical safety laws (RA 9275, RA 8749, RA 6969, etc.)
  • Skilled in preparing SMR, CMR, and related reports
  • DENR-accredited PCO is an advantage
  • Strong knowledge of Philippine environmental and chemical safety laws (RA 9275, RA 8749, RA 6969, etc.)
