Job Description

The Planning and Control Manager is responsible for leading the planning, scheduling, monitoring, reporting, and project controls functions to ensure the successful delivery of the Pakil OE PSP Project. The role establishes robust planning systems, monitors project performance, manages risks, and provides timely project information to support informed decision-making while ensuring alignment with project objectives, contractual requirements, budget, and schedule.

Responsibilities:

  • Develop and maintain the integrated project schedule. 

  • Prepare work breakdown structures (WBS). 

  • Coordinate schedule inputs from engineering disciplines. 

  • Establish project milestones and critical path. 

  • Update schedules based on project progress. 

  • Monitor project progress against schedule and KPIs. 

  • Measure productivity and performance trends. 

  • Prepare progress reports and dashboards. 

  • Conduct schedule variance analysis. 

  • Recommend corrective actions. 

  • Monitor project budgets and expenditures. 

  • Prepare cost forecasts and cash flow projections. 

  • Track commitments and actual costs. 

  • Support earned value management (EVM). 

  • Assist with financial reporting. 

  • Maintain project risk register. 

  • Evaluate schedule and cost impacts of project changes. 

  • Coordinate change management processes. 

  • Prepare executive reports. 

  • Support project governance reviews. 

  • Coordinate with engineering, procurement and construction teams. 

  • Facilitate planning meetings. 

  • Mentor planning engineers. 

  • Ensure compliance with project procedures. 

  • Liaise with client representatives and consultants. 

Qualifications:

  • Bachelor's Degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, Construction Management or equivalent 

  • Master's Degree in Engineering, Project Management or Business Administration (MBA) 
  • Professional Engineer (PRC Licensed Engineer or equivalent) 
  • Primavera P6 Certification or demonstrated advanced proficiency 
  • Minimum 12–15 years of engineering/project management experience.
  • At least 8 years in project planning and controls
  • Experience in dam, hydropower, pumped storage, water resources or major infrastructure projects
  • Experience using Primavera P6 in large-scale projects
  • Experience preparing executive reports and project dashboards
