I. BACKGROUND

Clean Air Asia is an international non-governmental organization leading the regional mission for better air quality, and healthier, more livable cities throughout Asia. Our mission is to reduce air pollution and greenhouse gas emissions in Asia and contribute to the development of a more sustainable, equitable and healthier region. We empower governments and cities by inspiring action and focusing efforts on the planning and implementation of solutions at scale, fostering regional cooperation to address issues of mutual concern, and ensuring the integration of air quality management across sectors and institutions. Our work focuses on implementing solutions that reduce air pollution, its detrimental health impacts and mitigate the climate crisis. We do so by providing policy guidance, building capacity, and making a compelling case for action among stakeholders at city, national, and regional levels. Since 2008, we have been a United Nations-recognized partnership comprised of more than 250 organizations in Asia and internationally, with six Country Networks (Indonesia, Malaysia, Nepal, the Philippines, Sri Lanka, and Vietnam). Our headquarters are in Manila, Philippines, and we have offices in Beijing, China, and New Delhi, India.

The e-mobility ASAP Project

Clean Air Asia is currently executing the Accelerating the Adoption and Scale-up of Electric Mobility for Low-Carbon City Development in the Philippines, or the e-mobility ASAP Project, through a consortium with De La Salle University, the Electric Vehicle Association of the Philippines, and the Urban Electric Mobility Initiative. The project forms part of the Global Programme to Support Countries with the Shift to Electric Mobility, funded by the Global Environment Facility and led by the United Nations Environment Programme. In the Philippines, the project is implemented by the United Nations Industrial Development Organization, the Department of Trade and Industry, and the Board of Investments.

The e-mobility ASAP Project aims to reduce greenhouse gas emissions from the transport sector by accelerating electric mobility adoption and supporting the development of the local electric vehicle and EV parts manufacturing industry. The project provides policy, regulatory, technical, and capacity-building support to strengthen the enabling environment for e-mobility investments and deployment in the Philippines.

A key area of the project is its support to the development and implementation of the Electric Vehicle Incentive Strategy, which aims to narrow the cost gap between electric vehicles and fossil fuel-based vehicles and provide fiscal and non-fiscal support to attract investments in electric vehicles and EV parts manufacturing.

As BOI advances related policy and programmatic work, the project will provide technical and analytical support to assess investment opportunities, industry requirements, and implementation considerations.

In this context, Clean Air Asia is seeking an EV Industry Investment and Incentives Researcher to work closely with the Board of Investments and the e-mobility ASAP Project team in providing research, technical analysis, and programmatic support for EV industry development, investment assessment, and incentive-related policy work.

Ii. Job Purpose

The EV Industry Investment and Incentives Researcher will be engaged by Clean Air Asia and assigned/seconded to the Board of Investments to provide dedicated technical, financial, economic, and analytical support for EV industry development, investment assessment, and incentive-related policy and programming work.

The Researcher will be engaged by Clean Air Asia under the e-mobility ASAP Project and assigned/seconded to the Board of Investments. The Researcher will report to BOI Executive Director Ma. Corazon Halili-Dichosa for technical guidance, work direction, and review of BOI-related outputs, while coordinating administratively with Clean Air Asia through Mr. Ariez Grench Manibo, Project Coordinator for contract management, project reporting, and compliance with e-mobility ASAP requirements.

Iii. Responsibilities And Scope Of Work

Under the technical guidance of BOI Executive Director for Industry Development Services and in coordination with the Clean Air Asia Project Coordinator, the EV Industry Investment and Incentives Researcher shall provide technical, economic, financial, and analytical support to BOI’s EV industry development and incentive-related policy and programming work.

The scope of work shall be aligned with the status and timeline of EVIS development and implementation. Prior to the issuance of the EVIS Executive Order and related guidelines, the Researcher shall focus on preparatory analysis, development of tools, review of potential investment opportunities, and support to BOI planning and programming. Upon issuance of the EVIS Executive Order, the Researcher may support implementation-related activities, including application review, incentive assessment, monitoring, and reporting, subject to BOI guidance.

  • Pre-Issuance Support: EVIS Development and Preparatory Work
  • Support BOI in reviewing available data, policy materials, investment information, and industry inputs relevant to the development of EVIS.
  • Assist in assessing EV industry opportunities, requirements, and implementation considerations across priority segments, including EVs, EV parts and components, batteries, EV electronics, and EV charging infrastructure.
  • Support the development of assessment tools, templates, checklists, and analytical frameworks that may be used for future investment or incentive-related evaluation.
  • Assist in estimating indicative fiscal support requirements, programming needs, and potential implementation scenarios.
  • Prepare technical notes, briefing materials, calculation sheets, and summary reports to support BOI’s policy development, coordination, and decision-making processes.
  • Transition Support: Finalization and Readiness for Implementation
  • Support BOI in refining review processes, documentation requirements, assessment criteria, and internal workflows for possible EVIS implementation.
  • Assist in consolidating comments, data, and technical inputs from consultations, coordination meetings, and inter-agency discussions.
  • Support the preparation of implementation readiness materials, including draft templates, reporting formats, monitoring tools, and guidance notes.
  • Review potential investment proposals or project concepts to test the applicability of proposed assessment tools and incentive parameters.
  • Prepare recommendations to address data gaps, operational risks, and implementation considerations identified during the preparatory phase.
  • Post-Issuance Support: EVIS Implementation and Application Review
  • Upon issuance of the EVIS Executive Order and related guidelines, support BOI in reviewing EVIS-related applications, proposals, or submissions, subject to BOI direction.
  • Assess the completeness, consistency, and reasonableness of submitted information, including investment plans, production targets, technical proposals, financial assumptions, and implementation timelines.
  • Conduct financial, economic, and technical assessments to support BOI’s review of eligible projects or applicants.
  • Assist in estimating appropriate incentive levels, fiscal support requirements, and annual programming implications based on approved EVIS parameters.
  • Prepare review matrices, evaluation summaries, recommendation briefs, and other technical inputs required by BOI.
  • Reporting, Monitoring, and Annual Programming Support
  • Support the preparation of BOI reports, briefing notes, presentations, and technical inputs related to EV industry development, investment assessment, and EVIS-related programming.
  • Assist in consolidating data on investment leads, potential projects, applications, production targets, fiscal requirements, and expected development outcomes.
  • Contribute to annual programming activities, including estimation of budgetary requirements, project pipelines, implementation priorities, and monitoring needs.
  • Support the development and updating of tracking tools for investment proposals, EVIS-related activities, and future implementation progress.
  • Document key findings, recurring issues, lessons learned, and recommendations to inform policy refinement, programming, and implementation.

Iv. Eligibility Requirements And Criteria

  • Bachelor’s degree in Economics, Finance, Business Administration, Public Policy, Engineering, Industrial Engineering, Development Studies, or other related fields. A master’s degree is an advantage.
  • At least three (3) to five (5) years of relevant professional experience in policy research, investment assessment, financial and economic analysis, industrial development, engineering assessment, or government program support.
  • Demonstrated experience in at least one of the following areas: investment evaluation, financial modeling, economic analysis, incentive design, industrial policy, manufacturing, transport, energy, or clean technology.
  • Familiarity with industrial technologies, automative manufacturing, heavy industries, or related technology sectors is an advantage.
  • Familiarity with Philippine industrial policy, investment promotion, fiscal incentives, BOI processes, EVIDA, CREVI, CREATE MORE, SIPP, or related government planning and programming processes is an advantage.
  • Strong quantitative, research, and analytical skills, including ability to review financial assumptions, investment requirements, cost structures, technical information, and policy documents.
  • Experience in financial modeling, data analysis, or data visualization tools is an advantage.
  • Excellent written and verbal communication skills in English and Filipino, with ability to prepare technical notes, briefing materials, reports, presentations, and recommendation papers.
  • Ability to coordinate with government agencies, private sector stakeholders, technical experts, and development partners in a professional and timely manner.
  • High attention to detail, sound judgment, ability to handle confidential information, and capacity to work independently under tight timelines.
  • DURATION, REMUNERATION and OTHER BENEFITS

The selected candidate will be appointed from 01 July 2026 until June 30, 2027 under a project-based full-time consultancy contract. The remuneration is competitive but may vary subject to the candidate’s professional qualifications and work experience.
