The Lead Marine Personnel Officer covers all aspects of day-to-day Operations with regards to Marine HR within the fleet, including managing seafarer manning schedules and ensuring charterer’s matrix is met. Will be actively involved in the preparation of annual manning budgets, performance management, employee relations and disciplinary matters, for vessels under their responsibility
Major Responsibilities
Treat Health, Safety and Environment as top priority
Act as representative of Marine HR team in Manila for HR matters
Mentor and support the Marine Personnel Officers with day-to-day operations and future career development
Preparing the annual manning and travel budgets for Fleet Personnel Manager approval
Ensure that MPO’s approve payroll / leave liquidation
Provide vacation/absence cover as required – ‘Operations’ Duties as outlined in MPO Job Description
Responsible for scheduling of all officers within the Fleet
Liaise with third party manning agents as appropriate with respect to scheduling
Work closely with the career development team to identify promotion opportunities for all officers.
Identifying areas where performance management needs particular attention for MPO’s and implementing training plans with support for each individual
Providing guidance to Marine Personnel Officers and Vessel Managers, as appropriate with respect to officer appointments
Provide guidance to Operations Team on STCW and company policies regarding experience matrices
Provide Fleet Personnel Manager with regular updates on manpower requirements
Co-ordinate the manning requirements for the fleet to the recruitment team.
Provide Marine HR support to operations team following audit findings
Participate in emergency response team as required
Participate in TMSA, External and Internal Audit process
Respond to feedback from external customers to ensure consistent delivery of first-class service and proactive resolution of any issues
Ensure operations are completed in a cost-effective manner
Requirements (Knowledge, Skills & Abilities)
Demonstrates analytical, problem solving, time management, project management and decision-making skills
Ability to respond positively to customers in an effective manner
Demonstrates teamwork, interpersonal and communication skills
Proficient in Microsoft Office applications
Ability to prioritize tasks and adapt to a changing environment
Understanding of business processes and functions
Knowledge and experience in the marine industry with particular emphasis on Marine HR activities
Familiar with industry regulations, particularly the requirements of the STCW convention
