Role Overview

The HR Consultant will provide end-to-end advisory and operational support during a workforce transition period. The role will focus on redundancy/retre nchment advisory and support , regulatory compliance, employee offboarding, organizational restructuring, and HR administration.

The consultant will work closely with leadership, HR Business Partners (HRBPs), legal counsel, government agencies (including DOLE and Bureau of Immigration), and external vendors to ensure a compliant, structured, and professionally managed transition.

Key Responsibilities

Redundancy / Retrenchment Advisory

  • Advise leadership on redundancy strategy, workforce planning considerations, and risk mitigation.
  • Design and support the end-to-end redundancy process, including consultation planning and communication strategy.
  • Calculate redundancy and retirement entitlements in accordance with applicable:
  • Employment legislation
  • Industrial instruments (awards and enterprise agreements)
  • Employment contracts
  • Company policies
  • Develop and advise on implementation timelines and key milestones.
  • Support management during consultation discussions as required.

Compliance Management

  • Ensure all actions are compliant with applicable employment legislation, industrial instruments, contractual obligations, and internal policies.
  • Identify and mitigate industrial relations and reputational risks.
  • Liaise with legal counsel and HRBPs where required.
  • Engage with DOLE regional offices and other statutory government agencies, when necessary.

Offboarding of Impacted Employees

  • Advise on and coordinate the offboarding process.
  • Prepare termination documentation, including letters and separation materials.
  • Ensure final payments, benefits, and entitlements are processed accurately and in a timely manner.
  • Conduct or support separation discussions with impacted employees.
  • Ensure statutory reporting and documentation requirements are fulfilled.

Transition to New Team Structure

  • Support implementation of the new organizational/team structure.
  • Advise on role realignment, updated position descriptions, and reporting lines.
  • Provide guidance on change management principles and stakeholder communication.
  • Support leadership in embedding the new structure effectively.

Ongoing HR Advisory Support

  • Provide practical HR advisory support throughout the engagement.
  • Advise leadership on workforce risks, employee relations matters, and organizational impacts.
  • Provide recommendations to support business continuity and employee engagement during transition.

HR Administration During Transition

  • Support ongoing HR administration during the transition period, including:
  • Workforce budgeting considerations
  • Engagement with HR and administrative vendors and service providers (e.g., KMC, Ascott, travel agencies)
  • Advise and support coordination of secondee arrangements, including relocation or rental support (where applicable).
  • Ensure compliance and closure of active cases with DOLE, Bureau of Immigration (BOI), and other relevant statutory bodies.

Monitor and manage documentation to ensure full regulatory compliance

  • Knowledge Transfer & Handover
  • Assist with documentation of processes, decisions, and key transition milestones.
  • Support structured knowledge transfer to HRBP and internal stakeholders.
  • Facilitate a comprehensive handover to ensure continuity following completion of the engagement

Qualifications & Experience

  • Bachelor’s degree in Human Resources, Business, Law, or related discipline.
  • Minimum 10–18 years’ experience in HR advisory, employee relations, and workforce restructuring.
  • Demonstrated experience managing redundancy/retrenchment programs.
  • Strong knowledge of employment legislation, industrial relations frameworks, and statutory compliance requirements.
  • Experience liaising with government agencies such as DOLE and immigration authorities.
  • Proven experience supporting organizational restructuring and change initiatives.
  • Strong stakeholder management and communication skills.
  • High level of discretion and professionalism.
