Position Overview/Duties

The Louisville District is recruiting for an Accountant GS-0510-11. This position is located in the Finance and Accounting Office, Resource Management Division located at the Louisville District Office, Louisville, KY.

Major Duties: Description of Assignment/Duties:

  • Apply accounting principles and procedures to resolve difficult accounting problems.
  • Interpret and implement appropriate accounting laws and regulations relating to military, civil works and revolving fund accounting activities.
  • Utilize financial management systems such as Corps of Engineers Financial Management System (CEFMS) to evaluate financial data.
  • Responsible for reviewing, and analyzing accounts and evaluating account balances, trends, and conditions to provide guidance to operating officials addressing project fund requirements and makes recommendations to managers and higher authority for additional requirements.
  • Responsible for the preparation, analysis, and review of accounting data in CEFMS to ensure accuracy and propriety of accounts.
  • Advises and clarifies accounting data to a variety of personnel.
  • Prepares, analyzes, and reviews accounting reports that are submitted to HQUSACE and Louisville District leadership
  • Exercises control over funds to prevent violation of 31 U.S.C. 1517 (Anti-Deficiency Act).

Qualifications

  • (GS-11) Specialized Experience: One year of specialized experience which includes applying accounting principles, practices, and techniques to ensure funds are used as appropriated with no statutory violation or other work; identifying accounting problems and resolving discrepancies; review financial and accounting reports and data, policies, process procedures, regulation and statues and applying to financial and accounting procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

  • Basic Education Requirement: Accounting Series 0510

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicants background must also include one of the following:

Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicants education, training, and experience fully meet the specified requirements.

OR

Incumbent of this position is required to comply with all Department of Defense requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
