The Senior Technical Delivery Manager II is a senior leadership role within the Technical Delivery organization, responsible for the end-to-end delivery of complex technical programs and the solution architecture that underpins them. This role requires someone who has built software, designed solutions for secure and regulated environments, led technical teams through deep complexity, and knows firsthand what it takes to ship in IL4/IL5 environments where the stakes are high, the compliance requirements are real, and the dependencies run deep.

This person owns their programs end to end. They are accountable for outcomes, not just updates. They architect solutions alongside engineers, evaluate whether a technical approach holds up under the constraints of Impact Level 4 and Impact Level 5 environments, and move fast without waiting for someone else to clear the path. They serve as a technical leader and force multiplier across the Technical Delivery organization, raising the bar for how programs are planned, architected, and delivered.

Requirements

  • Own the planning, solution architecture, and delivery of complex technical programs spanning engineering, product, data, and operational teams.
  • Lead solution architecture efforts for programs, including those operating in IL4 and IL5 environments. Define and validate technical approaches that satisfy security controls, data handling requirements, and compliance boundaries while remaining operationally sound.
  • Partner with engineering leaders, product managers, and domain experts to translate business requirements into solution architectures, program plans, delivery milestones, and measurable outcomes.
  • Drive end-to-end program delivery including scope definition, scheduling, dependency management, risk mitigation, and stakeholder communication across the Technical Delivery organization.
  • Establish and enforce lightweight program governance that gives leadership real visibility into delivery health, architectural decisions, and compliance posture without slowing teams down.
  • Identify and manage cross-team dependencies across software development, data engineering, infrastructure, security, and client delivery teams.
  • Work alongside engineering teams building cloud-native platforms, APIs, and healthcare data solutions within secure enclaves. Contribute to and own solution architecture discussions with credibility grounded in hands-on technical experience in IL4/IL5 and FedRAMP environments.
  • Evaluate technical approaches critically. Know when an estimate is realistic, when a design has gaps, and when someone is glossing over real compliance or delivery risk.
  • Coordinate releases and delivery activities across development, QA, DevOps/SecOps, and operational teams to ensure successful production deployments in secure environments.
  • Serve as a senior leader within the Technical Delivery organization, mentoring delivery managers, establishing delivery standards, and driving continuous improvement in delivery processes, tooling, and practices. Leave every program and every team in better shape than you found them.

Qualifications

  • Bachelor’s degree in Computer Science, Engineering, Information Systems, or related technical field, or equivalent practical experience.
  • 8+ years of experience in technical program management, solution architecture, or software delivery, with a background that includes hands-on engineering and architectural design.
  • Deep understanding of solution architecture for secure environments, including cloud-native architectures, microservices, APIs, and distributed systems deployed within IL4 and IL5 boundaries. You have built, designed, or directly contributed to systems like these, not just managed timelines around them.
  • Hands-on experience with engineering stacks such as .NET, Java, React, Python, or JavaScript frameworks. Enough depth to evaluate technical trade-offs, validate architectural decisions, and hold your own in solution design sessions.
  • Experience leading solution architecture discussions that balance technical feasibility, security compliance, delivery timelines, and operational sustainability.
  • Demonstrated ability to coordinate cross-functional teams and manage competing priorities across multiple concurrent initiatives in regulated or high-security environments.
  • Strong communication skills with the ability to present complex technical and architectural concepts to both technical and non-technical audiences, including government stakeholders.
  • Experience with Agile delivery frameworks and tools such as Jira, Confluence, or similar program management platforms.

Preferred Qualifications

  • Comfortable operating in a fast-moving Agile environment where iteration speed matters and priorities shift quickly, while maintaining compliance with IL4/IL5 security requirements.
  • Experience in healthcare data, interoperability standards (FHIR, HL7, claims data), Federal Government, or other regulated environments.
  • Strong ownership mindset. You see a problem, you own it and drive it to resolution without waiting for direction. You hold yourself and others to a high standard of delivery excellence.
  • Ability to develop solution architecture options when faced with competing constraints and bring recommendations, not just problems, to technical and program leadership.
  • Experience working with distributed engineering teams and coordinating delivery across multiple vendors, agencies, or business units.
  • Track record of mentoring and developing junior delivery managers or technical program managers within a delivery organization.
  • PMP, Agile, Scrum, or TOGAF certifications are a plus but not required.
