The Air Force Research Laboratory Contracting Directorate (AFRL/PK) has a job opportunity for a DO-1102-03 Procurement Analyst.
The incumbent will serve as a technical expert and key member of the Acquisition Execution Support (PKL) division, providing technical expertise and advisory services on Center, Command, and Department-level initiatives, policies, and procedures.
The Acquisition Execution Support (PKL) division provides policy interpretation, implementation guidance, and acquisition review support. PKL develops and maintains processes, tools, and training to ensure agile contracting processes.
Position duties include, but are not limited to:
Supports Center-level contracting processes initiatives and recommends appropriate actions or interpretation of issues that impact the organization, installation, command, or agency.
Contributes to continuous improvement and innovation in the planning, development, and analysis of acquisition strategy and contracting execution.
Provides analysis and recommendations to supported organizations command staffs on program execution for major programs and initiatives.
Provides support to include an integrated approach across organizations and agencies in the areas of acquisition strategy, contracting processes, customer support, and readiness.

Required Qualifications
United States Citizenship.
Ability to obtain and maintain the required security clearance.
A bachelors degree in business administration or related field from an accredited academic institution.
Must meet the 1102 occupational series qualifications defined in Title 10: 10 USC 1724: Contracting positions: qualification requirements (house.gov) .
Must have at least one year (52 weeks) of specialized experience at the next lower grade level (DO-02/GS-11) or equivalent in other pay systems).
Employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
May be required to travel.

Experience working with or within the Department of Defense research community.
Masters Degree is desired.

Experience with developing and maintaining close relationships with other Government agencies.
Additional Information
Serves as a Policy Reviewer and business advisor, providing expert business guidance to contracting activities and/or acquisition team members, organization leadership, and contracting personnel. Ensures policy and guidance are consistent with Federal procurement laws, DOD, AF, and local contracting regulations, policy directives and instructions, Comptroller General, and other legal precedents. Develops and uses a variety of instructions and training materials for acquisition and functional personnel to inform, clarify, explain and implement regulatory policy changes. The business advice may be occasioned by inspection findings, field request or DAF direction. Provides advice during the formulation and implementation of applicable acquisition training. Conducts training to improve acquisition practices, implement new regulatory requirements, explain policy changes, promulgate lessons learned and clarify procedures. Maintains training records, as applicable.
Leads multifunctional teams and works with other AFRL functionals and technical directorates to develop AFRL inputs on higher level policies affecting acquisition and to develop AFRL guidance and processes. Researches and determines or recommends appropriate actions, provides interpretation of issues that impact organization, installation, command, or agency and prepares detailed responses. Performs complex specialized tasks which require an extensive background in DoD and USAF procurement policies, practices, procedures and other guidelines. May be required to serve as a warranted contracting officer.
