This is a full-time, grant-funded position for 12 months. Hiring of this position is subject to the award of the grant.

About This Role

The Project Engineer Officer will provide technical expertise in the planning, designing, implementation, and monitoring of community infrastructure/facilities related to WASH, health centers, and community learning centers. This includes conducting technical assessments, preparing BOQs/BOMs, drawings/design, supervising repair/refurbishment works/activities, and ensuring compliance with relevant local and government regulations, building codes, UNICEF standards for managing construction projects. The Project Engineer Officer will ensure participation and engagement of community members through constant communication with various stakeholders.

The overall objective is to ensure that the refurbishment and repair of WASH facilities in Community Learning Centers ( CLCs), ALS Centers, and Health care facilities in Rempes, Upi, Maguindanao del Norte, BARMM, Philippines are technically sound, cost-efficient, and meet safety, health, and sustainability standards.

Specific Objectives

  • Conduct technical assessment of the current WASH facilities in Community Learning Centers (CLCs), ALS Centers, and Health care facilities and structural conditions.
  • Develop/refine detailed design and bill of quantities (BoQ) for repair and refurbishment works.
  • Provide technical supervision and quality assurance during implementation.
  • Ensure compliance with government regulations, building codes, and UNICEF WASH standards.

Required Experience And Education

  • Licensed Civil Engineer (required).
  • At least 3-5 years of professional experience in project implementation and management, WASH programs, building construction, or facility refurbishment.
  • Demonstrated experience in designing and supervising WASH-related infrastructure projects.
  • Strong understanding of health, nutrition, and WASH challenges in the BARMM context.
  • Experience in community mobilization, capacity building, and participatory approaches.
  • Familiarity with Philippine building codes, DOH sanitary standards, and UNICEF/INGO WASH standards.
  • Experience working with NGOs, UN agencies, or development projects preferred.
  • Excellent communication, interpersonal, and strong technical writing and reporting skills.
  • Fluency in English and Tagalog, with knowledge of local languages an advantage.
  • Willingness to travel extensively to project sites

Primary Responsibilities Roles And Responsibilities

The Project Engineer Officer will perform the following tasks:

Technical Assessment, Planning, and Design

  • Conduct site visits for technical assessments and validation of existing facilities and structural integrity.
  • Prepare assessment reports highlighting key WASH gaps, repair needs, and recommendations
  • Develop detailed design, including technical specifications, drawings, and BoQs/BOMs for WASH facilities, health centers, and community learning centers.
  • Ensure that designs and actual implementation or refurbishment activities meet national/local standard requirements and quality and compliance standards for infra projects related to WASH, Education and Health Facilities funded by UN Agencies

Implementation & Supervision

  • Present the technical Design, repair/refurbishment works schedules, BOQs/BOM to Project team, community stakeholders and local authorities.
  • Provide technical Supervision and monitoring of ongoing repair/refurbishment works.
  • Ensure that repair/refurbishment works adhere to approved technical design and the safety standards are met at project sites.
  • Provide technical guidance to skilled/unskilled workers.
  • Ensure repair/refurbishment works progress according to the project timelines.

Coordination & Reporting

  • Ensure coordination of refurbishment works with the Project team, local authorities, and community stakeholders.
  • Provide support during procurement processes by providing technical input on procurement of materials and ensure that procured construction materials and equipment meet quality standards.
  • Prepare and submit progress reports of repair/refurbishment works, including site visit reports, and completion certificates.
  • Ensure to coordinate refurbishment activities/works, such as technical designs, BOQs/BMs and program work to ChildFund WASH and Education Technical Specialists.
  • Participate in coordination, Project team meetings and present the repair/refurbishment activities/works of the project as required.
  • Close coordination with ChildFund and UNICEF technical staff and local government units is required.

Capacity Building and Training

  • Facilitate and provide support in developing Operation and Maintenance Plans/manuals (O&M) for the refurbished facilities.
  • Train community stakeholders on O&M (Operation and Maintenance) and management of refurbished facilities.
  • Support the development of Child-friendly and localized manuals for WASH, health, and education infrastructure facilities.

Deliverables

  • Initial assessment report (with recommendations and priority works).
  • Approved design drawings and BoQ.
  • Progress reports after each site visit and refurbishment/repair phase.
  • Completion report with certification of works.
