About This Role

The Sr. Program Manager will lead the implementation of the UNICEF-funded project titled “Supporting peacebuilding through strengthening essential health and nutrition, WASH and education services for vulnerable children and adolescents in Maguindanao and Cotabato City, BARMM .” This role is responsible for ensuring the effective, timely, and quality delivery of project activities in collaboration with local partners, government stakeholders, and UNICEF.

The Program Manager will oversee planning, coordination, monitoring, and reporting, ensuring alignment with the strategy and ChildFund’s safeguarding and accountability standards.

Required Experience And Education

  • Bachelor’s degree in public health, development studies, project management, or related field (master’s preferred).
  • Minimum of 8 years of experience in managing health or immunization projects.
  • Proven experience working with government agencies, NGOs, and international donors.
  • Strong understanding of health systems, immunization programs, and community engagement.
  • Excellent project management, budgeting, and reporting skills.
  • Proficiency in data analysis and MCE tools.
  • Fluency in English and Filipino; knowledge of local dialects is a plus.

Primary Responsibilities

Project Leadership and Coordination

  • Lead day-to-day management of the immunization project across target regions (BARMM, Cotabato City).
  • Coordinate with UNICEF, DOH, LGUs, and local partners (FACE Inc. and Ha Uman) to ensure smooth implementation.
  • Ensure alignment with the RISE-REP strategy and health system strengthening (HSS) principles.

Planning and Implementation

  • Oversee development and execution of micro plans and outreach schedules.
  • Facilitate multi-sectoral collaboration meetings and capacity-building sessions.
  • Ensure timely deployment of social mobilizers and support staff.

Monitoring, Evaluation, and Reporting

  • Supervise routine monitoring, supportive supervision visits, and data quality checks.
  • Ensure documentation of human-interest stories, case studies, and community feedback mechanisms.
  • Prepare and submit narrative and financial reports in accordance with UNICEF requirements.

Financial and Operational Oversight

  • Manage project budget and expenditures in compliance with ChildFund and UNICEF standards.
  • Ensure timely liquidation and financial reporting using FACE forms.
  • Monitor procurement and logistics for outreach activities.

Safeguarding and Risk Management

  • Uphold ChildFund’s safeguarding policies and ensure staff and partners are trained.
  • Monitor and mitigate risks related to social, financial, operational, and security aspects.
  • Ensure gender-responsive and inclusive approaches are integrated

Stakeholder Engagement and Advocacy

  • Engage LGUs to institutionalize immunization strategies in local investment plans.
  • Promote community participation and gender equity in immunization efforts.
  • Represent ChildFund in coordination meetings and advocacy platforms.
