Air Quality Project Coordinator

Examples of Duties

Under administrative direction, is responsible for planning and adminstering a specific project or program for a City department. Serves as the administrative supervisor on projects or programs. Plans, assigns, supervises, and reviews activities of subordinate personnel. Monitors the project or program's operating budget and assists in the annual preparation of same. Designs, implements, and monitors procedures utilized in program evaluation. Develops and secures commitments from other City departments and agencies to provide services to program participants. Provides technical assistance or reviews program policies and procedures. Maintains current information and oversees the preparation of project status reports. Prepares financial and narrative reports and program applications. Communicates project/program status and information to municipal officials and/or public and private entities. May supervise employees assigned to the respective project. Performs other related duties as required.

Minimum Qualifications

Bachelor's Degree from an accredited four-year college or university in Business or Public Administration, Social Sciences, or closely related field preferred. Two (2) years of any equivalent combination of education, training and experience in program administration required. Must be able to lift and carry thirty (30) pounds. Valid State of Ohio Driver's License required.

This is a senior-level management position, with responsibility for providing contractual oversight for air quality programs for the Division of Air Quality. This position holds responsibility for supervising a number Section Chiefs within the Division of Air Quality (DAQ) and working closely with the Commissioner of Air Quality (direct supervisor). This position also provides contractual oversight for Federal Emergency Management Agency air monitoring work and Ohio Department of Health air monitoring work conducted by the Division of Air Quality. The position may also require contractual oversight of other grant-funded activities to include the preparation of grant applications.

This Includes But Is Not Limited To

  • Providing contractual oversight including the preparation of grant applications, for all work conducted under a contract with Ohio EPA (Core Ohio EPA contract) performing specified permitting, enforcement, monitoring, and administrative work by the Cleveland Local Air Agency.
  • Providing contractual oversight, including the preparation of grant applications, for all work conducted under a contract with the Federal Emergency Management Agency (BioWatch) performing specified air monitoring work by the Cleveland Department of Public Health, Division of Air Quality.
  • Providing contractual oversight including the preparation of grant applications, for all work conducted under a contract with the Ohio Department of Health (Burke Airport) performing specified air monitoring work by the Cleveland Department of Public Health, Division of Air Quality at the Burke Lakefront Airport.
  • Providing contractual oversight including the preparation of grant applications for other air-related work being sought by or offered to the Cleveland Department of Public Health.
  • Assuring compliance with terms and conditions found in the respective contracts and delivering air quality services for City of Cleveland and Cuyahoga County.
  • Managing and providing guidance relating to grant-funded Division of Air Quality staff.
  • Reviewing and preparing detailed reports and documentation required under respective contracts to include initial, updated, and amended budgets, requests for legislation, progress reports, periodic fiscal reports, time accounting, and close-out reports.
  • Ensuring that personnel receive required training to accomplish DAQ’s mission, meet safety and health standards, and accomplish their jobs.
  • Maintaining a close understanding with staff and management within the Cleveland Department of Public Health fiscal management group as well as with the City Finance Department.
  • Maintaining close communications with multiple grantor representatives as well as City management.
  • Performing other related tasks as designated by the Commissioner of Air Quality and Director of Public Health.
  • Provides training to internal and external individuals and groups on environmental topics.
  • Perform other related duties as required.

Preferred Qualifications

  • One year of full-time, paid progressively responsible supervisory experience in air pollution regulation is required. Two years of full-time, paid, progressively responsible experience in project administration including budgeting and financial reporting is required. Must possess exceptional computer skills that include using Word, Excel and Access. Must be fluent in English with strong oral and written communication skills developing and reviewing correspondence documents. One year of grant-writing experience is preferred
