Job Description

The State Manager will provide overall operational leadership for implementation of the Digital Governance and Social Protection programme in Munger and Samastipur, Bihar. The role will coordinate implementation between government departments, district administrations, technology teams, and field teams to ensure timely rollout of a DPI, effective interdepartmental convergence, and achievement of programme outcomes.

The selected candidate will be awarded one-year fixed-term contract, renewable based on project performance, funding availability, and organisational requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Programme Leadership

• Lead day-to-day implementation of programme activities across pilot districts.
• Prepare implementation plans, monitor progress, and ensure timely delivery of milestones.
• Coordinate programme implementation across technical, technology, MEL, and district teams.
• Ensure adherence to programme quality standards and implementation protocols.

Programme Operations

• Supervise district implementation and resolve operational bottlenecks.
• Coordinate rollout of household listing, validation, entitlement mapping, and benefit tracking.
• Monitor implementation of escalation and accountability mechanisms.
• Ensure quality implementation of digital workflows.

Team Leadership

• Supervise District Programme Managers.
• Build capacities of district teams, sub-district teams and relevant government frontline team.
• Promote cross-learning across districts.

Government Engagement

• Serve as the primary state-level interface with relevant government departments.
• Facilitate interdepartmental convergence for household-level entitlement delivery.
• Support operationalisation of UCP within government systems.
• Coordinate state-level review meetings and follow-up actions.

Monitoring and Reporting

• Monitor programme performance using dashboards and field reports.
• Review implementation progress and recommend corrective actions.
• Prepare programme reports and management updates.

Qualification, Skills & Experience

• Master's degree in Public Policy, Rural Development, Social Development, Governance, Management, or related discipline.
• Minimum 10 years of experience managing large development programmes.
• Demonstrated experience working with state governments.
• Experience in social protection, livelihoods, digital governance, or poverty reduction programmes preferred.
• Strong programme management and stakeholder engagement skills.
• Excellent leadership, communication, and coordination abilities
