High-Level Overview
The client is seeking a Project Finance Expert to support financial planning, investment coordination, and financing mobilisation under the National Energy Compact in Mauritania.
The Project Finance Expert will ensure that Compact-related investments are supported by sound financial analysis, structured risk assessment, and effective coordination with public institutions, development partners, and private sector stakeholders. The role supports financial planning, transaction structuring, and monitoring of financing flows within a national institutional context.

Key Deliverables:
Project:
Financial Planning & Investment Assessment- Conduct financial assessments of proposed Compact investments.
- Review financial models and advise on transaction structuring.
- Monitor mobilisation and disbursement of funds.
PPP & Blended Finance Support- Advise on risk allocation in PPP arrangements.
- Contribute to blended finance mechanisms.
- Support tariff and financial analysis.
Donor & Stakeholder Coordination- Coordinate with donors, DFIs, and private sector actors.
- Support bankability assessments and due diligence coordination.
Reporting & Committee Support- Prepare financial reports, analyses, and presentations (English; French desirable).
- Deliver monthly progress and risk mitigation reports (first calendar day of each month).
Key Outputs- Inception Report (within two weeks of contract start)

Requirements
Experience Required:- Minimum 7 years in financial analysis or infrastructure project finance.
- Experience in energy or infrastructure financing.
- Experience working with government institutions and donor-funded programmes.
Technical Requirements:- Master’s degree (bac+5) in Finance, Economics, or related field.
- Strong understanding of PPPs and infrastructure financing.
- Advanced Excel and financial modelling capability.
- English required; French desirable.
Other Skills:- Strong analytical and financial judgment.
- Ability to engage confidently with government institutions, DFIs, and private investors.
- Structured and methodical approach to financial risk identification and mitigation.
- High standards of integrity and fiduciary responsibility.
- Clear written and verbal communication skills for financial reporting and advisory notes.
- Must be a citizen of an African Development Bank member country.
- Ability to deliver required reporting in English within defined deadlines.
